Summary

You will serve as a FINANCIAL MANAGEMENT ANALYST in the CVN78 FUTURE CARRIERS PROGRAM, BUSINESS & FINANCE of PROGRAM EXECUTIVE OFFICE CARRIERS.

Duties

  • You will review execution documents/reports using available financial management systems.
  • You will ensure financial transactions are supported with proper documentation and in accordance with policy and internal control practices.
  • You will conduct studies, gathering and analyzing financial data, to improve the accumulation, processing, and
    reporting.
  • You will prepare data for presentations or reports on financial goals, objectives, and information to meet programmatic, budgetary, management initiatives, and directives.
  • You will perform budget planning and related execution tasks, analyze various program requirements, and make
    recommendations on the allocation and execution of funds.
  • You will analyze and develops budget exhibits and budget justifications, including developing reclamas/issue papers to program budget marks.
  • You will review, monitor, and report on the financial status of programs to execute funds in accordance with planning documents and regulatory guides/policies.
  • You will monitor obligations and expenditures, ensuring financial accounts are balanced against plans and
    established benchmarks.
  • You will analyze proposed budget changes, prior to and in the year of execution, and make recommendations to accommodate budget changes.
  • You will assist in the development of the Program Objective Memorandum (POM).
  • You will recommends updates to budgetary/financial policies and implement new policies.

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level FMC02 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NH-02 (GS-11 equivalency) in the federal service or equivalent experience in the private or public sector analyzing financial and budgetary data to make recommendations on the allocation of funds to management in support of ship programs.

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13.
