Summary

You will serve as a Financial Management Analyst in the Comptroller Department, Business Operations Division of MILITARY SEALIFT COMMAND.

Duties

Help

  • You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas.
  • You will provide interpretive and analytical advice on financial transactions and program execution.
  • You will coordinate the development and reporting of cost performance information in support of mission tasks for the organization.
  • You will conduct management evaluation of issues of financial consequence raised in audit reports, budget reviews, etc., and recommend alternatives for corrective actions.
  • You will be responsible for preparing or reviewing responses to reviews or audits, e.g., FMB, GAO, DODIG etc. which involve financial management policies and procedures.
  • You will be responsible for serving as the primary liaison for budgeting, accounting, or financial management policies and procedures to the internal customers.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience serving as the senior liaison for budget, accounting, or financial management policy and procedures within the organization.
  • Experience directing and/or performing continuing program execution review, analysis and appraisal of the major operating and support programs within the organization.
  • Experience preparing briefs for senior managers on program execution and provides recommendations to correct program variances or problem areas.
  • Experience providing interpretive and analytical advice on financial transactions and program execution; develops format and content to provide managers with various listing, reports, and data relative to status of funds and the propriety of obligations: and ensures the financial integrity, timeliness, accuracy and validity of supporting managerial accounting, budget execution, and financial management reports.
  • Experience coordinating the development and reporting of cost and performance information in support of mission tasks for the organization.
  • Experience promulgating approved financial management policies within the organization based on DON policy to develop operating procedures. Ensures compliance with internal controls.
  • Experience preparing or reviewing responses to reviews or audits, e.g., FMB, GAO, DODIG etc. which involve financial management policy and procedure and conducting management evaluation of issues of financial consequence raised in audit reports, budget reviews, and recommends alternatives for corrective action.
