UNIT DESCRIPTION
The Financial Liaison Specialist performs a range of financial management functions in support of administrative and investigative program needs. Work performed is designed to increase the effectiveness of internal controls over the financial resources of the field office and the FBI overall. The incumbent provides financial information for management control in the execution of the budget and long-range plans and performs a range of procedures pertaining to the classification, reconciliation, recording and reporting of accounting data to ensure that the Division's appropriated funds are executed in compliance with rules and regulations governing financial transactions for both investigative and administrative operations.

WORK ENVIRONMENT
Work is performed in an office setting and conference rooms. Occasional travel may be required in order to conduct site visits and attend meetings and/or conferences
MAJOR DUTIES
  • Manages, plans, and performs a complete range of complex financial management functions in support of administrative and investigative program needs.
  • Serves as the financial liaison between the field office and the Finance and Facilities Division.
  • Ensures that the SAC's responsibility for the financial management of the office is met.
  • Provides advice to management and program personnel on budgetary and financial issues which impact significant programs.
  • Maintains liaison with local banks to obtain the optimum level of required banking services.
  • Knows and understands the FBI's budgetary, accounting, procurement, and contracting policies, procedures, regulations, and reporting requirements.

Specialized Experience (SE)
GS-12: Applicant must possess at least one (1) year of SE equivalent to the GS-11 grade level. SE is defined as follows:

  • Designed, developed, and articulated reports regarding the office's financial obligations and resource availability.
  • Defined, analyzed, and reviewed monthly, quarterly, and annual financial reports.

GS-13: Applicant must possess at least one (1) year of SE equivalent to the GS-12 grade level. SE is defined as follows:

Education
