Job Description:

The Quality Assurance (QA) Analyst is primarily responsible for executing independent QA reviews over TD Securities Monitoring and Investigations (TDSMI) AML/ATF activity to assess adherence to applicable procedures, internal standards, regulatory expectations, and established quality criteria.

The role evaluates investigation quality across TD Securities products, services, customers, transaction types, and monitoring processes, including activity involving cross-jurisdictional customers and regional considerations across Canada, Europe, and Asia Pacific (EAP). Reviews may include transaction monitoring alerts, manual monitoring activities, unusual transaction escalations, UTR and STR considerations, third-party payment reviews, regional escalation requirements, and evidence of risk-based decisioning.

The QA Analyst assesses whether investigative conclusions are accurate, complete, sufficiently supported, and appropriately documented, including consideration of customer profile, transaction activity, source documentation, internal and external research, ML/TF indicators, sanctions evasion indicators, regional reporting considerations, and Reasonable Grounds to Suspect requirements.

While the primary focus of the role is QA coverage over TDSMI, the QA Analyst may also support QA reviews over other FCI and KYC Investigation teams, processes, or portfolios as required based on business priorities, QA coverage needs, or emerging risk considerations.

The role may also support Senior Analysts and Managers in operational QA activities, including sample selection, QA reporting, tracker updates, analysis of quality results, preparation of management information, and responses to requests for information from Audit, testing teams, regulators, or other oversight partners.

The role also contributes to quality trend identification, issue escalation, reporting, and ongoing enhancement of QA methodology to support consistent investigation quality and a strong Financial Crime Risk Management control environment across applicable teams, processes, and jurisdictions.

Key Accountabilities
Customer / Business Partner
  • Execute QA reviews of TD Securities AML monitoring and investigations files in accordance with established QA standards, procedures, scorecards, and target timelines.
  • Assess the completeness, accuracy, and quality of TDS investigation documentation, including alert disposition, rationale, supporting evidence, red flag assessment, escalation decisions, and regulatory reporting considerations.
  • Review whether TDS monitoring activities appropriately considered ML/TF and sanctions evasion risks, including correspondent banking wires, cash letters, vostro drafts, prime brokerage activity, low-priced securities, third-party payments, and other TDS-specific monitoring processes.
  • Evaluate whether investigation conclusions are supported by evidence, including open-source searches, transaction review, adverse media results where applicable, KYC/KYB context, and documented rationale.
  • Identify potential quality gaps, control weaknesses, inconsistent application of procedures, or matters requiring escalation to QA management or relevant FCRM stakeholders.
  • Provide objective QA observations and recommendations to support process improvement, consistent execution, and effective control outcomes.
  • Support follow-up on QA findings, remediation activities, action plans, and recurring quality themes in accordance with established QA protocols.
  • Support Senior Analysts and Managers in operational QA activities, including sample selection, QA reporting, tracker updates, analysis of quality results, preparation of management information, and responses to requests for information from Audit, testing teams, regulators, or other oversight partners
  • Maintain effective relationships with QA management, TD Securities Monitoring & Investigations, FCRM Business Oversight, and other control partners.
Shareholder / Risk Management
  • Prioritize and manage assigned QA workload to deliver quality results within established SLA and reporting timelines.
  • Apply a risk-based lens when assessing TD Securities investigations, including identification of unusual activity, suspicious activity indicators, red flags, high-risk jurisdictions, sanctions concerns, correspondent banking risks, and downstreaming concerns.
  • Document QA results clearly and concisely, ensuring conclusions are evidence-based, defensible, and aligned with applicable regulatory and internal standards.
  • Contribute to trend analysis of QA findings, including recurring documentation gaps, investigation quality themes, procedural adherence issues, and potential training opportunities.
  • Escalate high-risk, complex, or non-standard matters in accordance with QA and FCRM escalation protocols.
  • Support internal audit, regulatory examination, and governance reporting requirements, as required.
  • Maintain a strong culture of risk management, control, confidentiality, and accountability.

  • Share knowledge and best practices with peers to promote consistent QA execution and strengthen team capability.
  • Support calibration discussions, QA huddles, process clarification sessions, and cross-training activities.
  • Communicate effectively with QA leadership and stakeholders regarding review status, issues, escalations, and emerging themes.
Breadth & Depth
  • Works independently within established QA procedures and standards, with guidance available for complex or sensitive matters.
  • Applies working knowledge of AML/ATF, sanctions evasion, investigative documentation, regulatory reporting considerations, and TD Securities product/process risks.
  • Performs detailed QA reviews over moderately complex to complex TDS investigation files and identifies matters requiring additional review or escalation.
  • Supports development of reporting, analysis, and recommendations related to QA outcomes and quality themes.
  • May provide informal guidance to peers or junior analysts on QA expectations, documentation standards, and process interpretation.
  • Generally reports to a Manager within FCRM Quality Assurance.
Experience & Education
  • Undergraduate degree or equivalent experience preferred.
  • 5+ years of experience in AML/ATF, Financial Crime, investigations, QA/QC, audit, risk management, compliance testing, or TD Securities/capital markets operations.
  • Prior experience reviewing or investigating TD Securities, wholesale banking, correspondent banking, capital markets, or securities-related AML activity is preferred.
  • ACAMS, ACFCS, CAMS, CFCS, or equivalent financial crime certification is considered an asset.
  • Experience with STR/UTR assessment, RGS thresholds, adverse media, sanctions-related escalation, and investigative documentation is an asset.
Skills & Competencies
  • Strong understanding of AML/ATF, sanctions evasion, suspicious transaction monitoring, UTR/STR decisioning, and relevant Canadian regulatory expectations.
  • Knowledge of securities, capital markets, investment banking, or wholesale banking products and processes, gained through TD Securities or comparable financial institution experience; familiarity with correspondent banking, wires, cash letters, vostro drafts, prime brokerage, low-priced securities, and third-party payment monitoring is considered an asset.
  • Understanding of cross-jurisdictional AML considerations, including regional escalation requirements, MLRO referral considerations, and activity involving Canada, Europe, and Asia Pacific.
  • Strong understanding of QA/QC methodology, including sampling, quality standards, error identification, calibration, thematic analysis, and quality trend reporting.
  • Ability to apply a risk-based approach when assessing investigation quality, procedural adherence, documentation sufficiency, and potential control gaps.
  • Strong analytical skills with the ability to assess complex transactions, investigation narratives, customer activity, risk factors, and supporting evidence.
  • Ability to assess Reasonable Grounds to Suspect rationale, including whether investigation conclusions are supported by relevant facts, context, indicators, and documented analysis.
  • Ability to identify root causes and recurring quality themes, including potential process gaps, training opportunities, procedural ambiguity, or inconsistent execution.
  • Ability to clearly articulate QA findings, rationale, recommendations, and quality themes in writing.
  • Strong attention to detail, documentation discipline, and ability to identify inconsistencies, documentation gaps, or procedural deviations.
  • Ability to manage multiple priorities, review cycles, and deadlines while maintaining accuracy, consistency, and quality.
