StraCon is seeking a Full-Time Financial/Operations Analyst, Journeyman to join our team in supporting the NAVAIR program office in Patuxent River, MD. The Financial/Operations Analyst, will provide financial support and administrative support to Leadership, ensuring compliance with Department of War (DoW), Department of the Navy (DoN), and NAVAIR financial policies. The candidate will actively coordinate cross-organization initiatives and provide administrative support for complex tasking. The Financial Analyst, Journeyman's duties include but are not limited to the following:

Essential Job Duties:

  • Coordinate, host, and facilitate meetings, including preparing agendas, capturing meeting minutes, and tracking action items to ensure follow-through.
  • Coordinate and facilitate classified meetings, industry events, and team-building activities to enhance collaboration and program effectiveness.
  • Serve as a primary point of contact for internal and external communications, demonstrating excellent written and verbal communication skills to represent leadership effectively.
  • Advise/coordinate with leadership on program budgets across multiple appropriations (e.g., RDT&E, APN, OMN, FMS).
  • Prepare budget exhibits, financial reports, and responses to budget drills.
  • Track and reconcile commitments, obligations, and expenditures to ensure accurate and timely reporting.
  • Draft and process funding documents, including MIPRs, Purchase Requests, Funding Authorization Documents, etc.
  • Participate in Program Objective Memorandum (POM) planning and assess financial impacts of program decisions.
  • Provide financial analysis and recommendations to IPT Leadership.
  • Ensure compliance with fiscal law, DoD 7000.14-R, SECNAV, and NAVAIR financial regulations.
  • Manage and maintain leadership calendars, ensuring efficient scheduling of meetings, appointments, and events while prioritizing competing demands.


Required Experience:
  • 3 to 8 years of experience performing duties described.
  • Proficiency in procurement package processing and NAVAIR contracting processes, including PPCs, PPAs, SOWs, PIDs, PRs, RFPs, TechEvals, and program milestone tracking.
  • Familiarity with JPO shared and unique funding and AMS tools (e.g., CSPT, PMT).
  • Strong knowledge of Microsoft Office Suite (Excel, Word, PowerPoint, etc.).

Preferred Qualifications:
  • Prior experience supporting Navy financial management or acquisition programs.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal abilities.
  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment.

Education:
  • Bachelor's Degree required.
    • Allowable Substitution(s)
      • Associate's Degree plus two (2) years additional work experience, beyond the required experience outlined for the particular labor category, performing duties described in the functional description of the labor category may be substituted for a Bachelor's Degree.

OR
  • Four (4) years additional work experience, beyond the required experience outlined for the particular labor category, performing duties described in the functional description of the labor category may be substituted for a Bachelor's Degree.

Security Clearance Requirements:
  • U.S. Citizenship required.
  • Ability to obtain and maintain a Secret clearance prior to employment.

The estimated base salary range for this position is between $80,000.00 - $112,000.00. The offered rate will be based on the selected candidates level of knowledge, education, experience and skill sets.
