About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Columbia Annex, Maryland.

Duties

• Provides instructions, planning factors, cost analysis, and budget policy guidance to project/program managers within the organization
• Develop organizational and substantive program budgets consolidated with the Command, subordinate commands, and service components
• Briefs on the recommendations and negotiates their decision into a consolidated organization budget for submission to agency levels
• Allocates funds to individual division or functional projects based on an analysis of organization budget estimates, historical expenditures, projected workload, and approved funding.
• Provides management with financial information such as financial reports showing the status of receipts, obligations, and expenditures of funds
• Trend analyses of rates of expenditures; comparisons of actual performance to the financial plan and identification of variances
• Serves as a financial consultant to management on issues such as budgeting strategies and techniques
• Use of financial management products; resource distribution; program priorities; financial forecasts and projections and development of annual and long-range financial plans
• Responsible for formulating, coordinating, and representing the organizational budget, or the total organization budget for all funds. Analyzes program and budgetary guidance.
• Integrates local budget policy and procedures, budget formulation assumptions, and formats and schedules to serviced organizations for budget submissions

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
• This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program
• The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer and periodically thereafter
• The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1
• Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 20% of the time.
• Incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime
• Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011
• This position requires certification in Financial Management at Certification Level 3.
• Incumbent must be certified/working towards certification as part of the DoD FM Certification Program defined by National Defense Authorization Act for FY 2012 (Public Law 112-81), Subtitle F Section 1051 and Section 1599d of Title 10 USC
• DoD Financial Management Certification Level 3 is a requirement of this position and must be achieved by the incumbent within two years of entrance into this position.
• Once the incumbent achieves Certification Level 3, they must maintain the certification by earning 80 continuing education and training (CET) hours every 2 years.
• You maybe subject to a three year probationary period.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.

Specialized experience would be demonstrated by:

1) Advising project managers on financial planning to deliver accurate cost estimates;

2) Aligning project requests into a single budget to secure funding approvals from senior leadership;

3) Formulating financial planning strategies for organizational leaders to drive funding decisions;

AND

4) Assessing the financial impact of new policy directives to proactively adapt spending strategies.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
