Description

SAIC is seeking a highly motivated and detail-oriented Financial Analyst to join our team in McLean, VA, supporting a critical customer mission in a fast-paced, dynamic environment. This position plays a vital role in ensuring the success of the customer's objectives by providing financial expertise as well as business program and project management, financial reporting and analysis, and business process improvement.

Our customer manages complex acquisitions and operations that depend on resources from a wide range of internal and external stakeholders. Ensuring seamless program execution requires an in-depth understanding of both current and planned acquisitions and operations, including priorities, schedules, and resource requirements. This role will require extensive interaction with diverse stakeholders to gain that understanding. Using this knowledge, you'll develop department plans aligned with budget timelines, supporting efficient resource allocation, funding documentation, tracking, execution, and reporting.

IMPORTANT NOTE: This position is for a contingent offer and is dependent upon contract award. SAIC is currently pursuing this opportunity, and employment is contingent upon the successful award of the contract to SAIC and your ability to meet the required qualifications. Please note that the selected candidate must be available to begin work within 30 days of the contract award.

Key Responsibilities
  • Assist senior managers in aligning financial resources with organizational strategic objectives
  • Collaborate with stakeholders to gather insights and develop comprehensive budget plans and forecasts
  • Contribute to the creation, monitoring, and reporting of planning, programming, budgeting, and execution documentation and processes
  • Compile a detailed inventory of current and upcoming acquisitions and operations, including priorities, timelines, and resource allocation schedules
  • Create strategic plans that align acquisition and operational needs with anticipated budget availability
  • Prepare and evaluate contract funding documents, pricing estimates, Working Capital Fund service-level agreements, and other financial documents to support proper funding allocation for projects
  • Compile and prepare responses to address budget-related tasks and inquiries
  • Collaborate with the Sponsor's planning and budget teams to ensure alignment and consistency in department-level planning and reporting
  • Monitor, manage, and report on funds received from other customer entities and external agencies, while supporting the transfer of spending authority through internal and external agreement systems
  • Offer guidance to department staff on financial processes, including contract funding packages, travel, POV (Personally Owned Vehicle) expenses, and other miscellaneous expenditures
  • Partner with stakeholders to identify and address challenges affecting execution rates
  • Recommend strategies to enhance the communication and distribution of program resources, restrictions, routing information, and the collection of execution plans
  • Propose enhancements to existing budgetary, program, and project management documentation to better address the needs of department stakeholders

Qualifications
  • Minimum of 10 years of relevant experience
  • Bachelor's Degree, or additional experience can be substituted for the degree
  • Active TS/SCI with Polygraph required to be considered
  • Knowledge of acquisition management processes, documentation, and analysis including:
    • CLINs, Period of Performance, funds run out analysis, and invoice approval processes
    • Contract documentation (SOWs, RFPs, Source Selections) and contract generation/award timelines
  • Experience using Excel for data tracking and analysis (contracts and funding) to include:
    • Data structuring to maximize use of Excel functions
    • Pivot Tables
  • Familiarity with IC tools associated with funding WCF, contracts, MIPRs, travel, and reimbursements
  • Experience supporting the IC with tasks of similar scope
