COMPENSATION

Annual Pay Range: $96,108.46 - $121,675.32

Hourly Pay Range: $46.205988 - $58.497748

Salary offers will be made within the posted pay range and will be based on candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas County's Public Health Division is seeking an experienced, analytical, and collaborative Financial Analyst to serve as a trusted strategic financial advisor for a diverse portfolio of Public Health programs.

Working closely with program managers and division leadership, this position provides financial guidance that supports informed decision-making, responsible stewardship of public funds, and the long-term financial sustainability of Public Health programs. The Financial Analyst partners with leaders to develop and monitor complex budgets, forecast revenues and expenditures, evaluate funding strategies, ensure compliance with state, federal, and grant requirements, and identify financial risks and opportunities.

Beyond financial management, this position helps shape strategic initiatives by translating complex financial information into clear, actionable recommendations, improving financial systems and reporting processes, and supporting data-informed decisions across the division.

The ideal candidate is a proactive problem solver who enjoys partnering with others, building collaborative relationships, and using financial expertise to influence strategy, improve operations, and help programs achieve their goals.

Required Minimum Qualifications/Transferrable Skills:*
  • A minimum of four (4) years of professional experience in financial analysis, budgeting, accounting, grant management, or a closely related field.
  • Experience developing, monitoring, and analyzing complex budgets with multiple funding sources while ensuring compliance with grant requirements, funding agreements, and applicable regulations.
  • Experience conducting financial forecasting, revenue and expenditure analysis, and budget planning using accepted financial research methods and analytical techniques.
  • Experience preparing clear, concise financial reports and communicating complex financial information in a way that is meaningful and actionable for non-financial audiences, including program managers and leadership, to support informed decision-making.
  • Experience providing financial guidance, consultation, and training to program managers and staff to build financial knowledge, strengthen fiscal accountability, and support sound budget and grant management practices.
  • Strong analytical skills, including experience with data analysis, statistical methods, and identifying financial trends to support decision-making.
  • Demonstrated ability to work independently, manage competing priorities, and maintain a high level of accuracy and attention to detail.
  • Ability to establish and maintain effective working relationships with managers, program staff, and internal partners.
  • Proficiency with Microsoft Excel.
Preferred Qualifications/Transferrable Skills:*
  • A Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a related field; OR six (6) years of progressively responsible governmental accounting, budgeting, or financial analysis experience.
  • Experience in government, public health, healthcare, or nonprofit financial environments.
  • Familiarity with OpenGov or similar budgeting/forecasting platforms.
  • Knowledge of state and federal budgeting processes and grant reporting standards.
  • Advanced Excel skills, including pivot tables and complex formulas.
  • Knowledge of Medicaid reimbursement, healthcare billing, and revenue cycle operations.

TYPICAL TASKS

Primary responsibilities include but are not limited to the following:

Budget Development & Financial Management
• Develop annual budgets for multiple funding sources and grant proposals.
• Monitor expenditures for compliance with allowable cost guidelines.
• Track budgeted staffing against actual labor charges and conduct quarterly updates.
• Review and process categorical funding changes.
• Prepare and submit required budget adjustments to the Oregon Health Authority (OHA).

Financial Forecasting & Reporting
• Prepare accurate year end financial projections and identify variances and funding gaps.
• Lead monthly budget to actual meetings with program managers and staff.
• Review grant financial reports for accuracy, compliance, and required adjustments.
• Prepare and submit quarterly H3S financial reports and presentations.

Financial Systems & Internal Controls
• Enter and update year end projections and support annual budget development in OpenGov.
• Maintain accurate accounting strings at the service level.
• Coordinate documentation and data for internal and external audit requests.
• Update and maintain internal financial controls and procedures to ensure compliance and accuracy.

Process Improvement & Data Visualization
• Recommend and support enhancements to financial systems, reporting tools, and workflows.
• Collaborate with Technology Services, leadership, and program teams to implement system improvements.
• Assist with development of dashboards and data visualization tools to strengthen financial reporting.

KEY COMPETENCIES
• Strong financial modeling, forecasting, and data reconciliation skills.
• Knowledge of fund accounting, cost allocation, and grant budgeting.
• Proficiency with Oracle PeopleSoft or other financial systems.
• Strong written and verbal communication skills, including presenting financial information to non financial audiences.
• High level of accuracy, attention to detail, and organizational skills.
• Ability to manage competing priorities and meet tight deadlines.
• Professional discretion when handling sensitive information.

WORK SCHEDULE

This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

This position is eligible for hybrid on-site/telework and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
