Financial Analyst - BFM - SPA AUKUSPosition Summary The Financial Analyst will provide business financial management (BFM) support to the AUKUS program. Responsibilities will include, but are not limited to, using Enterprise Resource Planning (ERP), NAVSEA Enterprise Planning System (NEPS) and other financial management systems and reports to obtain, manage, and present financial and business data to ascertain program resource posture and health for multiple appropriations (e.g., Shipbuilding and Construction, Navy (SCN), Operations and Maintenance, Navy (O&MN)), Foreign Military Sales (FMS), etc.); formulating yearly program budget requirements to identify contract/procurement and other project costs within an overall program financial requirements plan; providing analysis, verification, and justification of budget or acquisition data while ensuring data traceability and consistency with program budget and acquisition history; and assisting with task planning development in support of the annual business plan for assigned Phases and funding types.
This position is located in Alexandria, VA. Frequent travel to the client site at the Washington Navy Yard in Washington D.C. is required.

- Lead PPBE activities across multiple funding lines and fiscal years.
- Apply in-depth knowledge of the PPBE and non-PPBE program and budget processes to develop and implement financial strategies, policy, support planning, justification and execution of multiple appropriations (FMS, OPN, and OMN).
- Manage and track FMS, OPN, and OMN appropriations.
- Execute funding documents in N-ERP and provide oversight for junior team members.
- Provide leadership and direction to junior analysts or team members, including tasking, prioritization, and quality review of work products.
- Independently interpret guidance from senior leadership and translate it into actionable tasks and deliverables.
- Analyze large, complex data sets to identify trends, risks, and opportunities.
- Develop and deliver clear, concise financial reports and briefings for senior leadership.
- Perform risk analysis and provide recommendations to mitigate financial and programmatic risks.
- Integrate and reconcile data from multiple financial systems and sources (NEPS, N-ERP, MISIL, COBRA, PBIS, etc.).
- Collaborate with cross-functional teams including Division Directors, Contracts, Acquisition, Technical, Logistics, etc.
Required Education and Experience- 5-8 years of relevant financial management experience (DoD, DoW, or U.S. Navy preferred).
- Strong knowledge of the PPBE process.
- Experience managing multi-year and/or no-year appropriations.
- Demonstrated experience leading teams, projects, or workstreams.
- Proven ability to work independently and drive tasks to completion with minimal oversight/guidance.
- Advanced proficiency in Microsoft (Word, Powerpoint, Excel).
- Demonstrated ability to analyze and synthesize large datasets.
- Experience briefing or reporting to senior leadership.
- Strong critical thinking and problem-solving skills.
Preferred Education and Experience- Financial Analyst/BFM experience within the DoD, DoW, or U.S. Navy.
- Familiarity with Financial Systems, specifically N-ERP, ADVANA, MISIL, PBIS, and COBRA.
- Experience with data analytics tools such as Power BI, Python, and SQL.

Additional Eligibility RequirementsWork Authorization/Security Clearance Requirement - This position requires the ability to obtain and/or maintain a DoD Secret Security Clearance and required access to all worksite locations. Security clearances may only be granted to U.S. citizens.

Position Type/Expected Hours of Work:The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. In person attendance at mandatory meetings is required. Must be available during the core work hours as determined by the contract/location and must account for the required number of hours in a pay period to maintain Full-time status.
Telework:- Telework may be allowed up to 20% or more after an initial onboarding period (2-4 months).
- Subject to change based on business needs and customer requirements.
Travel:- Ability to travel CONUS.
- Travel up to 10% may be required.
