Full Job Description
Budget Finance Officer for the Tucson Area Office (TAO), Financial Management Branch, who will be responsible for developing, analyzing, advising and improving coordination of all budgetary and financial activities for the Tucson Area. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021). Duties Help • Prepares and submits a wide variety of regular and recurring financial reports and data for management that includes the Area Director and Executive Director. • Plans the accounts payable program, developing, revising and/or adapting accounting systems. • Coordinates overall financial and budgetary objectives and policies of the organization. • Collaborates with Service Unit Directors, Executive Director, and Area Director in the establishment and administration of personnel ceiling controls. • Independently plans, performs, coordinates and schedules annual Operating Budget and Spend Plan. • Serves as Subject Matter Expert (SME) on financial-related affairs. • Provides financial technical assistance to Tribes pertaining to Indian Self-Determination and Education Assistance Act (ISDEAA), Title V assumed programs, functions, services and activities. MINIMUM QUALIFICATIONS FOR THE GS-13 GRADE LEVEL: • Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: preparing financial plans, conducting budget reviews, and performing program audits to ensure effective funding allocation; providing advice on budgetary operations; and overseeing the full range of financial activities. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
