General Description

Green Bay Metro is seeking a Finance Manager to lead and coordinate our financial operations. From managing budgets and grants to ensuring compliance with FTA requirements, this role plays a key part in keeping our transit system financially sound and moving forward.

Hiring Range: $82,950-$92,706Work Schedule: Monday-Friday, 7:00 a.m.-5:00 p.m. or Monday-Thursday, 7:30 a.m-5:00 p.m. and Friday, 7:30 a.m.-11:30 a.m. plus additional hours as required.No residency requirement.

Examples of Duties

  1. Maintains Green Bay Metro's fixed assets in accordance with federal guidelines.
  2. Responsible for the reporting of all financial functions for Green Bay Metro.
  3. Ensures Green Bay Metro's financial policies and procedures are in compliance with the Federal Transit Administration's (FTA) guidelines.
  4. Verifies general ledger postings and makes adjusting entries as needed.
  5. Responsible for Green Bay Metro's payroll functions, including monitoring, reconciling, verifying, and recording.
  6. Assists the Transit Director with budget preparation and supporting documentation.
  7. Writes state and federal grants as needed. Responsible for all grant tracking, preparing federal drawdowns, reconciling, and conducting grant closures.
  8. Prepares, maintains, and audits appropriate accounts/records and reports according to applicable requirements, regulations and policies.
  9. Researches and prepares various required reports based on federal and state regulations.
  10. Responsible for monthly and annual National Transit Database (NTD) reporting.
  11. Serves as Green Bay Metro's Disadvantaged Business Enterprise (DBE) Liaison Officer, including maintaining, monitoring, and measuring DBE goals. Responsible for following and fulfilling FTA regulations pertaining to the DBE program.
  12. Prepares monthly financial statements for the Transit Commission.
  13. Performs other duties as assigned.

Minimum Qualifications Required

  • Bachelor's degree in Accounting.
  • Five years accounting experience.
  • Experience in governmental (fund) accounting, budgeting, grant writing, and finance highly desirable.

A combination of equivalent experience and/or education may be considered.
Knowledge, Skills & Abilities

  • Considerable knowledge of generally accepted accounting practices and procedures and of governmental accounting. Considerable knowledge of automated financial systems. Knowledge of state and federal rules and regulations regarding Transit programs.
  • Considerable skill in the application of general principles and practices in accounting methods. Considerable skill in preparing accounting statements and reports. Considerable skill in utilizing spreadsheet applications.
  • Considerable skill and ability to apply automated information systems concepts, budgeting, and finance principles to practical application. Ability to proficiently utilize a computer and the required software. Ability to follow oral and written instructions and communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships with staff and the public. Ability to work the required hours of the position.
