Description

About the Position: Under general direction of the Director of Public Works, plans, organizes, directs, monitors and supervises the fiscal functions of the County's Department of Public Works. Performs a variety of complex financial and professional analysis, planning, and administrative work as required.

Ideal Candidate: The ideal candidate is a highly detail-oriented finance professional with demonstrated experience in government cost accounting, annual budget development, and financial reporting. This individual is a collaborative and cohesive leader who fosters a positive team environment while effectively supervising and mentoring a small finance staff. The successful candidate possesses strong analytical, organizational, and problem-solving skills, with the ability to manage multiple priorities, ensure compliance with applicable regulations and accounting standards, and support sound fiscal decision-making. They communicate effectively and contribute strategically to the financial health and operational goals of the organization.
Examples of Duties

  • Plans, organizes, directs, and supervises the accounting, cost accounting, fiscal control functions of the department, ensuring compliance with all applicable policies, procedures, regulations and laws.
  • Assigns, supervises, reviews and evaluates the work of assigned support personnel.
  • Develops, monitors and analyzes budgets and budget activities for the department's major divisions and individual programs and projects; prepares budget summaries as required.
  • Ensures the accurate and efficient accounting and reporting of department financial activities according to generally accepted accounting standards and procedures; analyzes and adjusts cost accounting information.
  • Prepares financial statements and reports for the County and other agencies as required.

Education, Experience & Licenses

Minimum Qualifications:
  • Equivalent to the completion of twelfth (12th) grade and graduation from an accredited college or university with a Bachelor's degree in business administration, public administration, or a closely related field
  • A minimum of five (5) years experience in a progressively responsibleposition with at least two (2) years of that being supervisory
  • Other combinations of education and experience may be considered

License & Special Requirements:
  • A valid California Class C driver's license or alternative form of transportation may be required for some positions at the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.

SALARY:
  • Annual salary step increases based upon satisfactory performance and completion of one year of employment (Step A to E).


HEALTH:
  • Approximately 80% of the premium for medical, dental, and vision plan is paid by the County (EPO Plan). The plan covers the employee and all eligible dependents at NO ADDITIONAL COST!
  • Employee premiums are $234.54 per month as of January 1, 2025 and $266.97 per month as of January 1, 2026 for employee and all eligible dependents.


PAID LEAVES:
  • Benefits also include an annual paid leave plan of
    • 96 hours of vacation (increases upon continuous years of service)
    • 96 hours of sick leave
    • 40 hours of Management Leave per year
    • 14 paid holidays plus one 8 hour personal holiday


LIFE INSURANCE:
  • Approximately 80% of the premium for a $30,000 life insurance plan for the employee is paid for by the County.


RETIREMENT:
  • A retirement plan through CalPERS.
    • CalPERS Formulas:
      • Classic member = 2% @ 55
      • New Member = 2% @ 62
  • A Deferred Compensation retirement plan option with a County match of up to a maximum of $100 per month.
