Description
The Accounting Associate is a key functional position within the Financial Affairs Department. This position is responsible for financial management, accounting, and reporting of key information for the Facilities Management Department and will manage the business systems and major financial records management and transactions for the department, including monitoring and management of commercial transactions. In addition, this role will be responsible for all transactions related to Capital Programs and Operational expenditures and will assist the Executive Director by monitoring and managing the various Operational, Capital and Property budgets within the department.
This position also acts as a bridge for the communication of financial information with those managers who are directly involved with facility asset management. The role will be responsible for ensuring that objectivity in financial transaction reporting for the asset cycle (asset acquisition, use and disposal) is conveyed in a timely, meaningful and accurate means directly to facility managers of the department.

The position will be responsible for undertaking a range of high-level administrative, financial accounting and management functions, which include the following:
Financial Administration
  1. Maintain the fiscal operations of the Facilities Management Department ensuring all transactions are accurate, timely and in accordance with Generally Accepted Accounting Principles.

  1. Provide financial analysis, strategy and support to the department's business sections to include Capital, Operations and Property.
  2. Lead the annual budgetary cycle for the department, working with identified departmental managers to identify cost pressures and improvements and coordinate the department's response for annual operating budget. Investigate and report on significant budgetary variances, advising on the necessary suggested remedial action and monitoring the implementation of those actions.
  3. Develop models for budget development and analysis, including the modelling of trends and alternative scenarios to inform the budget development process. Monitor, oversee and provide guidance on the appropriate utilization of budget cost centers to ensure compliance with the correct fund allocations for expenses, asset acquisition and asset disposal and then liaise with the Department of Finance for adjustment of ledgers as required.
  4. Assist the Executive Director of Facilities Management in reporting on the preparation, coordination and production of the department's response to the University's Annual Reporting.

  1. Develop, implement and oversee a range of financial processes for the department and its businesses including overseeing and providing assistance with all of the department's transactions.

  1. Design, implement and produce management reports, combining financial and non-financial data to provide insightful information that assists in managing the department's overall financial performance and informs the decision making of the department. Assist the Executive Director in formulating departmental policy; produce business plans; provide forecasts; develop appropriate management of key performance areas and success factors; and produce cost/benefit analysis reports and various budgeting information as appropriate.

  1. Monitor, oversee and provide assistance with compliance of all financial transactions for all leases/ licenses and commercial agreements that the Department manages.

  1. Monitor and report on the Capital Management Plan that the Facilities Management department is responsible for and act as the conduit for this plan with the Financial Affairs Department.

  1. Coordinate and manage audit requests/investigation and/or queries from both internal and external auditors and report on activity in this area Coordinate the annual Department's response for University End of Financial Year transactions with regards to work in progress, accrual and prepayments

  1. Assist the Executive Director and Assistant Provost with coordination and collaboration, acting as a key contact for Facilities Management on its financial systems, processes and business information.

  1. Assist the Executive Director with various University financial and management accounting reports from time to time as required. Assist and liaise on behalf of the Department to ensure its compliance with various funding by providing financial accounting information as required.

  1. Other duties appropriate to the classification as required.

Personnel

  1. Directly supervises the Business Administrative Associate (Operations) and the Business Administrative Associate (Capital and Property) who are responsible for the fiscal operations for the department including purchasing, accounts payable, and accounts receivables, inventory management, and account management.

  1. Assigns tasks to staff, set priorities and monitors work to ensure accuracy, policy compliance and budget scope.

  1. Provides routine and non-routine feedback to employees relative to performance, including end of probationary period and annual performance evaluations.

Minimum Acceptable Qualifications
CREDENTIALS TO BE VERIFIED BY PLACEMENT OFFICER

  1. Bachelor's degree with a major in Accountancy or a related field AND Four (4) years of professional level accounting experience.
    OR Possession of current registration as a Certified Public Accountant (CPA), Certified Management Accountant, or a valid license to practice Public Accounting (LPA).
    OR Master's degree in Accountancy or a related field.
2. Two (2) years work experience in accounting, business management, finance or related field
