Full Job Description
The Finance Department (FIN) of the IMF is seeking an experienced and qualified candidate for a Finance Analyst/Senior Finance Analyst position in the Payroll Unit of its Administrative Expenditures and Control Division (FINAX). The division is responsible for controlling all Fund payments and receipts under the administrative and capital budgets and under externally provided capacity development agreements. Activities under the administrative budget include the procurement of goods and services, the execution of payroll and associated staff benefits, allowances and pension benefits and the delivery of business and benefit travel services and seminars. Under the capital budget, this entails the execution of information technology projects, building construction projects and other facilities. It also monitors changes in U.S. tax legislation and the impact such changes could have on the Staff Retirement Plan and the Fund's Tax Allowance system. The Payroll Unit is responsible for processing compensation, benefits, and allowances for more than 4,750 employees in the Fund.

The main duties and responsibilities of a Finance Analyst/Senior Finance Analyst in the division include conducting and controlling personnel and administrative payments, performing audit, reconciliation, and analytics work, providing advice and guidance to internal and external stakeholders, contributing to new policy and procedure development, and participating in system and process enhancement and transformation initiatives.

The advertised position is focused in the areas of payroll and benefits operations with responsibility for ensuring accurate and timely processing of regular and ad-hoc payrolls, allowances, earnings, and deductions in accordance with established policies, procedures, controls, and work schedules. Areas of work include on-boarding/hires, off-boarding/separations, medical/life insurance, 401(k) and staff retirement plans, expatriate allowances, and overseas field staff. Providing customer service for staff regarding payroll and benefits inquiries is also part of the role. Additional duties include assistance with requirements, creation of test scenarios and testing as part of system and process enhancements and policy implementation.

The selected candidate may also be assigned to other units within the division as needed.

Qualifications

Candidates must have a university degree, preferably in accounting, business administration, finance, human resources, or a related field, preferably with at least 5 years of relevant work experience; or a minimum of two years of experience at Grade A05. Learning agility, adaptability, and proven customer service skills are essential. In addition, they should have strong verbal and written communication skills and the ability to deal effectively and diplomatically with stakeholders. Attention to detail, accuracy, strong problem solving and analytical skills, and the ability to work under pressure, meet deadlines, and multitask are essential. The ability to work independently and collaboratively in a team environment is also required.

The successful candidate must have previous experience with payroll processing. Previous experience with accounting, bookkeeping, or benefit administration is preferred. Previous experience and knowledge of international organizations' payroll, benefit administration, and related accounting and administrative policies and procedures are preferred. Proficient knowledge of standard data and analytical software tools is expected and experience with Peoplesoft, Workday, and ServiceNow is a plus.

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
