Salary: $9,821 to $15,711 per month (EM-05, Minimum to Maximum)
Note: Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.
Duties Summary
TheFilm Industry Development Manager manages the State's Film Industry Development Program; formulates, recommends, and executes a comprehensive plan for the optimum development of film industry in Hawaii; coordinates and directs departmental activities relative to film industry planning, promotion, development, and research; provides advice and assistance in the overall direction and coordination of activities associated with the development, promotion, and control of the film industry in Hawaii; provides advice and assistance on major public problems and issues relative to the film industry requiring State policy action; and performs other related duties as assigned.
This class involves, in part, responsibility for planning, developing, directing and coordinating a statewide program to encourage the commercial still photography, motion picture and television industries to use Hawaii as a production site for feature films, television films/programs, video recordings, commercial still photography and television commercials; promoting the advantages of using Hawaii's locations, talents and other resources; developing and maintaining contacts with representatives of these industries and assisting them in obtaining desired locations, equipment, facilities, permits and clearances, and any other help from public or private sources; conducting research regarding these industries as they relate to Hawaii; managing the official State program for coordinating commercial still photography, motion picture and television production activities with State, County and non-governmental organizations; etc..
Minimum Qualification Requirements
To qualify, you must meet all of the following requirements (TOTAL of FIVE years of experience, plus Education):
Legal Authorization to Work:The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Basic Education/Experience: Bachelor's degree from an accredited four-year college or university.
General Experience: One (1) year of experience which required a high degree of responsible public contact work with a variety of individuals and/or organizations. Such experience MUST have demonstrated the ability to establish and maintain effective relationships and to deal effectively with others. The experience may have been gained in such fields as public relations, advertising, promotional work, social work, etc.
Specialized Experience: One (1) year responsible work experience which demonstrated the possession and knowledge of the general, overall operation of the film industry (motion picture and/or television); its economic characteristics and impact; marketing and advertising related to film industry; film personnel and their respective roles; governmental organizations impacting upon the operations of the film industry; filmmaking services such as sound stages, post-production facilities; etc.; and government permit procedures.
The experience MUST have involved substantially varied activities such as identifying appropriate facilities, personnel and services necessary for filming; obtaining required permits, licenses, clearances, etc., from governmental and private sources; developing a budget and formulating expenditure plans for filming purpose, etc. consistent with the work of the class.
Analytical Experience: One (1) year of responsible analytical work experience which demonstrated the ability to analyze information and perform problem solving. The experience MUST have demonstrated the ability to define and analyze problems; identify information needs, collect, and analyze data; identify and weigh alternatives and their advantages and disadvantages; develop logical recommendations for a course of action; read and comprehend complex material such as federal regulations and draft comprehensive reports of findings and recommendations.
Supervisory Experience: One (1) year of formal supervisory work experience which included.
A. Planning, organizing, scheduling, and directing the work of others;
B. Assigning and reviewing their work;
C. Advising them on difficult work problems;
D. Training and developing subordinates; and
E. Evaluating their work performance.
Management Experience: One (1) year of managerial or professional managerial staff experience which involved active participation in and MAJOR responsibility for the following activities:
A. Policy determination and implementation;
B. Budget preparation and execution; and
C. Planning, developing and managing various activities or operations. Such experience may have been gained as a program manager, project manager or key staff officer for management related functions.
Non-Qualifying Experience: Work experience of limited scope and which was primarily concerned with the technical aspect of film/video production (e.g., camera or audio work, script writing, etc.) is not qualifying.
Driver's License: Applicants must possess a valid driver's license at the time of appointment.
