Responsibilities

  • Create business process narratives and flowcharts detailing processes and risks.
  • Help develop and write Corrective Action Plans (CAPs) for identified deficiencies.
  • Provide documentation for SOF AT&L audit samples and ensure compliance with deadlines.
  • Facilitate development of FIAR briefings and updates for SOF AT&L leadership.

ABOUT THIS ROLE

St. Michael's is hiring a Consultant/FIAR Research Analyst to support a Department of Defense client. As a Consultant/FIARResearch Analyst, you will ensure a systematic process is in place and identify obstacles for achieving auditable financial statements for all MFP-11 funds. WHO YOU ARE

Bachelor's Degree in one of the following disciplines: Logistics or Supply Chain Management, Accounting or Finance, or Business Management or Business Administration

OR five (5) years of experience with DoD or other federal agency

Experience shall include:
  • Audit remediation requirements for DoD or other federal agency
  • Tying General Equipment and Operating Maintenance & Supplies (OM&S) to the financial statements
  • Evaluating program deficiencies and preparing briefings for senior DoD leadership to address solutions
  • Justifying policy change, systems acquisition, and budget justification
  • Government Finance and Execution including use of systems such as: Wide Area Workflow (WAWF), EDA, DEAMS, GFEBS, NERP, SABRS, CRISA, DAI, ADVANA,
  • TS/SCI Clearance

PRIMARY RESPONSIBILITIES
  • Ensure that a systematic process is in place and identify obstacles for achieving auditable financial statements for all MFP-11 funds
  • Assist in using the FIAR Methodology to facilitate the establishment of controls and implementation of process improvements and recommendations for solutions in areas where audit remediation is not currently achievable
  • Identify and document financial processes focusing on processes, controls and systems that report budgetary information
  • Provide business process narratives and flowcharts to provide a description of how personnel perform a specific business process, the risks the process poses, and the controls required to mitigate the risks.
  • Where deficiencies exist, assist the command in writing Corrective Action Plans (CAPs) for implementation. Train SOF AT&L personnel on implementation of CAPs.
  • Provide substantiating documentation in response to SOF AT&L audit samples and work with the respective Directorate OPRs to ensure 100% of suspense(s) are met.
  • Facilitate response to and document all OSD/USSOCOM/taskers and data calls as related to FIAR.
  • Facilitate development and provide FIAR briefings and updates to SOF AT&L leadership as required.
  • Provide audit expertise and guidance to SOF AT&L PEO and Directorate OPRs and support management of FIAR portal sites.
  • Facilitate implementation of new OSD, Agency and SOCOM policies to support FIAR compliance, to include documenting processes and procedures.
