Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Federal Reporting Unit Supervisor. Under administrative direction, this position will acts as primary advisor on overall matters of Illinois Department of Children and Family Services federal financial programs, management, operations and policy making of the fedreal reporting unit. This position also provided expertise, guidance and detaled professional and technical knowledge of federal claming in the Title IV-E, Title XX and Title XIX programs. This position will develop, calculate, and submit quarterly Title XIX Medicaid and Title XX Social Services Block Grants claims, as well as the annual Title XX year-end report to the Illinois Department of Human Services. This position provides a great opportunity for a motivated individual who is interested in playing a role in ensuring that private agencies under contract with the Department meet DCFS requirements with regard to fiscal considerations. Essential Functions

  • Serves as Federal Reporting Unit Supervisor
  • Serves as full line supervosr
  • Provides direction, support, and technical expertise in the coordination and facilitation of organizational, financial, and physical resource planning
  • Provied input into the review of Child Welfare Practice and Workforce Development (CWPWD) vouchers to ensure payment are correct
  • Provides technical guidance and expertise in the compilation and analysis of complex financial expenditure reports on federal grants
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above


Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with coursework in finance, business administration, or accounting.
  • Requires three years of progressively responsible administrative experience in a public or business organization.


Preferred Qualifications 2

  • 3 years of professional experience performing federal reporting functions for Social Security Act Program Titles, including Title IV-B, Medicaid, XIX, XX, and Block Grants for a public or business organization.
  • 3 years of professional experience in the use of online and accounting computer systems, spreadsheet applications, and federal costs accounting, as well as financial report design for a public or business organization.
  • 3 years of professional management experience in the accounting, auditing, or financial area of a public or business organization, applying advanced knowledge of federal regulations.
  • 3 years of experience supervising professional staff in a public or business organization.
  • 2 years of professional experience serving in a liaison capacity for a public or business organization.


Conditions of Employment

  • Requires HIPPA certification.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics
