This Opportunity

WSP is currently initiating a search for a Federal Programs Army Project Director in the Mid-Atlantic/Northeast region. This position has the potential to work out of any WSP USA office in the Mid-Atlantic and Northeast region, which could include Arlington, VA; Baltimore, MD; Philadelphia, PA; New York, NY; Valhalla, NY; Boston, MA; Glastonbury, CT; or Providence, RI. The Federal Programs Army Project Director for the Mid-Atlantic/Northeast region, will primarily focus on executing A-E services under Army contracts, but also to work with the Army Portfolio Lead to grow the Federal Programs team's Army Program, which includes delivering our service capabilities to include engineering, architecture, planning, environmental engineering, asset management and program management; as well as focusing on enhancing and strengthening client and partner firm relationships to drive new business opportunities.

The position will work with operations and delivery leaders across all sectors, as well as with regional and national leadership, to position WSP as the preferred and trusted choice for clients and employees.

Your Impact within the Mid-Atlantic/Northeast Region:
  • Ensures adherence to Safety, Health, Environment, & Quality (SHEQ) requirements for all projects in their portfolio and aligned PMs.
  • Works with WSP Federal Programs A-E-C Director for Business Plan forecasting, ensuring accurate Project Estimated Time to Complete (ETC) forecasts.
  • Ensures compliance with all Quality policies, procedures, protocols and work instructions and appropriate use of all mandated project tools.
  • Reviews and approves proposal/project contract documents, risk and pricing.
  • Drives the delivery of budgeted Net Revenue for a portfolio of projects and aligned PMs. Enhances Net Revenue results through a focus on change management, cash management and delivery of high-quality, value-added services to our clients.
  • Reviews and approves Project Risk Register/Mitigation Plans, Project Execution Plans and Project Quality Plans.
  • Conducts monthly Operational Project Reviews on all projects and publishes the project review report with critical issues and actions.
  • Attends internal WSP Administrative Project Reviews as required to discuss projects within their portfolio meeting the Administrative Project Review thresholds.
  • Reviews accuracy of Project Estimate at Completion and addresses variances or issues with PMs.
  • Monitors accounts receivable (AR) and unbilled revenue and works with PMs to address issues as needed.
  • Ensures adherence to the Contract Quality Plans including client expectations, client satisfaction reviews, and checks of deliverables and audits of the QC process.
  • Ensures PMs work with Operational/Group/Design Leaders for assignment of appropriate staff to projects.
  • Manages, coaches and provides skill and career development for aligned PMs.
  • Provides resource loading and oversees talent engagement of aligned PMs.
  • Supports career development of PMs through the WSP Project Manager Training tools.
  • Ensures succession plans are in place for individuals in key roles and recommends hiring, promotions and terminations of PMs in coordination with others.
  • Approves weekly time and project and travel expenses for aligned PMs.
  • Assists the PM and Client Account Sponsors, Leads, and/or Managers with Client management and satisfaction.


Metrics and KPIs:
  • Safety, Health, Environment, & Quality (SHEQ) performance of projects in their portfolio.
  • Net Revenue delivered relative to the as-contracted Net Revenue of their portfolio of projects.
  • Client management and satisfaction.
  • Aligned PM Performance.
  • Operational governance, process adherence and quality.


Who You Are

Required Qualifications
  • Bachelor's degree in Civil Engineering, Planning, Architecture or related degree.
  • 15+ years of successful experience proposing on, negotiating fee proposals, and delivering Architectural & Engineering (AE) planning, design, and AE construction-phase oversight services on projects under U.S. Department of Defense (DoD) IDIQ contracts (more favorable if such experience is for Army IDIQs).
  • 5+ years' experience managing multi-disciplinary engineering/architectural teams.
  • Professional registration US licensed Architect or Engineer.
  • Ability to obtain a US Government issued Secret level Security Clearance.
  • Strong knowledge and overall understanding of Army clients (Mid-Atlantic/Northeast Region Army clients preferred); US contracting industry; knowledge of Federal budgeting, industry business drivers and motivators.
  • Experience leading strategy and marketing for Federal acquisitions; demonstrated experience in working with cross-functional teams and a variety of stakeholders, and in developing and executing strategies to deliver business results,
  • Excellent knowledge and experience of servicing client needs and effective program planning and execution.
  • Demonstrated track record of managing large and complex opportunities and pursuits, as well as smaller task orders.
  • Strong business development skills with attention to winning strategies and differentiators to support Client Account Sponsors, Leads, and/or Managers, as needed.
  • Strong negotiation skills.
  • Proven ability to communicate and doing so under limited time constraints.
  • Relocation assistance is not available for this position.


Preferred Qualifications
  • Active US Government issued Secret level Security Clearance.

Compensation:

Expected Salary (all locations): $190,200 - $293,900

WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant's education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant's sex or other status protected by local, state, and/or federal law.
