Federal Lead Data Analyst

This role is based in our Arlington, VA office

Oracle Health Government Services is seeking a skilled Federal Lead Data Analyst to support mission-driven healthcare programs. In this role, you will analyze program, operational, financial, and performance data to help teams make informed decisions, identify risks and trends, and improve delivery outcomes. You will work closely with program leaders, functional teams, and technical teams, to build reports, dashboards, models, and insights that support Federal Healthcare initiatives.

The ideal candidate is analytical, detail-oriented, and comfortable working in a regulated federal environment. This person should be able to translate complex data into clear, actionable insights for both technical and non-technical audiences.

Key Responsibilities:
• Analyze program data to identify trends, risks, issues, performance gaps, and improvement opportunities.
• Build and maintain dashboards, reports, and visualizations to support program leadership and client decision-making.
• Develop analytical models to support forecasting, capacity planning, budget tracking, operational performance, and program health assessments.
• Gather, clean, validate, and transform data from multiple sources to ensure accuracy and usability.
• Partner with program managers, business stakeholders, and technical teams to define metrics, reporting needs, and success measures.
• Support program risk management by analyzing leading indicators, dependencies, schedule trends, and performance data.
• Translate analytical findings into clear recommendations, executive summaries, and presentation materials.
• Support business process improvement efforts through data-driven analysis and documentation.
• Ensure work products meet quality, compliance, and documentation standards.
• Contribute to continuous improvement of reporting processes, data models, and analytics practices.
• Operate effectively within Federal Healthcare, government contracting, and security-sensitive environments.

Preferred Education, Experience, and Qualifications
• Bachelor's degree in Data Analytics, Business Analytics, Information Systems, Statistics, Finance, Healthcare Administration, Public Health, or a related field.
• 5-7 years of experience relevant to this position including 2 years consulting experience preferred.
• Experience supporting federal, healthcare, government services, or regulated programs preferred.
• Experience developing dashboards, recurring reports, performance models, or operational analytics.
• Familiarity with federal contracting environments preferred.
• Experience with Power BI, Excel, Power Query, and VBA strongly preferred.
• SQL, Python, or other data analysis tools are a plus.
• Required travel up to 20%.
• U.S. Citizenship is required with the ability to obtain and maintain a government security clearance.

US: Hiring Range in USD from: $71,200 to $166,100 per annum. May be eligible for bonus and equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
