What You Will Do:

Guidehouse is seeking a Federal Human Capital Consultants to support federal agencies in improving human resources operations, modernizing HR processes, and advancing Human Capital Management (HCM) transformation initiatives. This role combines federal HR subject matter expertise, business process improvement, stakeholder engagement, and HR systems exposure to help clients optimize workforce management and achieve mission outcomes.

The ideal candidate understands Federal HR policy and operations, has experience supporting enterprise HCM environments such as Workday, Oracle HCM, SAP SuccessFactors, or ServiceNow HRSD, and can work collaboratively with clients to design and implement future-state HR processes.

Key Responsibilities
  • Analyze and improve federal HR business processes across the employee lifecycle.
  • Gather, document, and validate business and functional requirements from client stakeholders.
  • Facilitate workshops, interviews, and stakeholder working sessions to assess current-state processes and identify improvement opportunities.
  • Conduct gap analyses and develop recommendations for process modernization and standardization.
  • Support Human Capital transformation initiatives, including HR technology and HCM implementation projects.
  • Translate HR business needs into functional requirements for technology teams and system integrators.
  • Develop process maps, workflow documentation, user stories, and operating procedures.
  • Support change management, communications, and user adoption activities.
  • Identify project risks, issues, and dependencies and recommend mitigation strategies.
  • Prepare client-facing presentations, briefings, and executive-level deliverables.


For Senior Consultant, Managing Consultant, or Associate Director candidates:
  • Lead workstreams and client engagements.
  • Provide strategic guidance to federal clients on Human Capital modernization initiatives.
  • Facilitate executive-level discussions and decision-making sessions.
  • Manage stakeholder relationships and oversee project deliverables.
  • Mentor junior staff and contribute to practice growth and business development activities.


What You Will Need:
  • U.S. Citizenship and current residence within the United States.
  • Bachelor's degree from an accredited college or university.
  • Must be able to OBTAIN and MAINTAIN a Federal or DoD "PUBLIC TRUST".
  • Three (3) to Ten(10) years experience working in human resources, policy analysis, or a related field with responsibility for interpreting and applying HR policies, regulations, or procedures.
  • Experience supporting Federal Human Resources or Human Capital programs.
  • Knowledge of:
    • OPM regulations and guidance
    • Federal HR policies and procedures
    • Human Capital lifecycle management
  • Experience in one or more HR functional areas:
    • Staffing and Recruitment
    • Classification
    • Benefits Administration
    • Leave Programs
    • Employee and Labor Relations
    • Performance Management

  • Experience managing multiple priorities and delivering high-quality work in a fast-paced environment.
  • Demonstrated attention to detail and ability to maintain accuracy in policy and procedural work.
  • Skills in process improvement and supporting continuous improvement efforts.
  • Experience gathering requirements and supporting HR system modernization efforts.
  • Understanding of HR business architecture, process design, and workforce management practices.
  • Experience facilitating stakeholder discussions and achieving consensus among diverse groups.
  • Strong written and verbal communication skills.
  • Experience developing executive presentations and client deliverables.
  • Some travel maybe required during peak project milestones.


What Would Be Nice To Have:

  • Experience supporting Federal Human Capital modernization initiatives.
  • Experience supporting HCM implementation or transformation programs.
  • Knowledge of Agile, Lean, Business Process Reengineering, or Change Management methodologies.
  • PMP, CBAP, Prosci, SHRM, PHR/SPHR, or related certifications.
  • Experience supporting enterprise HCM platforms including:
  • Workday
  • Oracle HCM
  • SAP SuccessFactors
  • ServiceNow HR Service Delivery (HRSD)
  • Similar ERP/HCM environments


The annual salary range for this position is $74,000.00-$124,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
