Full Job Description

The Opportunity

Leads the development, implementation, and management of federal agency programs and projects that create, deepen, and sustain relationships between USAA, strategic partners, federal agency leaders/influencers, and individual members and prospects. Ensures alignment of all program activity to USAA strategic priorities.

Synchronizes and integrates advocacy-related initiatives and activities to drive strategic USAA advocacy efforts. Contributes to USAA's long-term, cross-association strategy focused on overseeing federal agency advocacy initiatives. Provides enterprise strategic counsel and support related to federal agency advocacy in support of established business priorities.

We offer a flexible work environment that requires an individual to be in the office 4 days per week. This position will be based in San Antonio, TX.

Relocation assistance is not available for this position.

What you’ll do:

  • Provides expert consultation and execution support to USAA National Platform issues. Facilitates contact between internal and external stakeholders to complete business agreements and assists with contract negotiations, proof of concepts, and return on investment contract surveys.
  • Develops and executes association federal agency advocacy strategy, planning, and integration to create internal and external partnerships within the federal agency/spouse market to strengthen and enhance USAA's brand and protect USAA's reputation across multi-faceted channels such as social media.
  • Influences the development of association policies, standards, and procedures. Collaborates with Marketing and Reputation partners to ensure accuracy and appropriateness of content and imagery depicting or referencing members of the federal agencies.
  • Leads, monitors, motivates, and advises enterprise cross functional teams in the development and implementation of relationship and advocacy initiatives that create business opportunities for the company with the federal agency community and serve on product teams as a subject matter expert.
  • Lead/Initiate team training opportunities (e.g., New Product information, Marketing Campaign, Eligibility etc.) for Field team and USAA entities.
  • Develops internal federal agency processes, policies, and programs to support current and future opportunities.
  • Identifies prospecting and deepening targets; facilitates access to federal agency installations through dialogue with appropriate levels of federal agency leadership.
  • Represents USAA at selected public events engaging the federal agency community.
  • Analyzes and anticipates changes in the federal agency community and recommends business adjustments to Line of Business product managers to sustain competitive advantage.
  • Advises and trains senior management, new employees, and third-party vendors on federal agency culture and relationship issues.
  • Influences leadership on use of various channels to meet business objectives while protecting the USAA brand and reputation with the federal agency community.
  • Monitors trends and modifies programs to meet changing situations; identifies issues for escalation, and institutes or recommends solutions to problems.
  • Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled

What you have:

  • 8 years of experience developing and leading federal agency projects/programs.
  • Deep understanding of the federal agency environments, associated cultures, standards, and Code of Conduct.
  • Demonstrated ability to develop effective work plans, translating strategy to executable tactics, and guiding operations to plan completion.
  • Demonstrated ability to work collaboratively with internal and external partners, including matrixed work groups; share knowledge and coach partners to drive performance.
  • Comprehensive knowledge of federal agency operations and metrics (demographics/trends), federal agency markets, and basic financials.
  • Demonstrated ability to absorb and synthesize large quantities of information, and distill complex messages into succinct and compelling presentations applicable to business issues; excellent relationship development skills.
  • Strong verbal and written communication skills.
  • Expert knowledge of Microsoft Office products, including PowerPoint, Excel, and Word.

What Sets You Apart:

  • Demonstrated experience building and maintaining relationships with key personnel and leadership within federal agencies such as the FBI and DEA.
  • A strong understanding of federal legislative and regulatory processes, including familiarity with government contracting and grant-making procedures.
  • Proven ability to navigate complex governmental structures and influence policy discussions at the federal level.
  • A network of contacts within the federal government, particularly within agencies with significant military or veteran affairs components.
  • Experience in developing and executing advocacy strategies that engage with federal stakeholders.
  • Ability to effectively communicate and influence elected officials, policymakers, agency heads, program managers, and external stakeholders.

Compensation range: The salary range for this position is: $114,080 - $218,030.

Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position. The actual salary for this role may vary by location.

Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.
