We are seeking a dedicated Registered Nurse (RN) to lead and oversee the clinical components of Iowa's Title X Family Planning Program. This role is central to ensuring high-quality, accessible reproductive and preconception health services statewide. The RN will guide clinical compliance, support quality improvement initiatives, and collaborate with partners to strengthen service delivery for individuals and families.

Key Duties and Responsibilities

• Oversee all clinical aspects of the Title X Family Planning Program. Maintain and update the Title X Clinical Family Planning Manual and recommend policy changes aligned with national guidelines and best practices.
• Monitor clinical compliance for contracted providers and offer technical assistance to ensure adherence to federal and state requirements and nationally recognized standards of care.
• Review, interpret, and share clinical data reports to inform program decisions and improvements.
• Provide leadership, guidance, and technical support to contractors on direct service operations, including billing processes, clinic workflows, and documentation standards.
• Identify and address quality improvement needs through clinical monitoring, chart audits, and data analysis.
• Coordinate required training for contractors and monitor completion and compliance with all training components.
• Collaborate with internal teams and external partners to improve access to preconception, family planning, and reproductive health services.
• Lead the development, review, and distribution of client-centered educational materials.
• Perform additional duties as assigned, including responsibilities during emergencies or disasters as mutually agreed upon.

The ideal candidate is passionate about family planning, obstetrics, or women's health and brings clinical expertise to program oversight. We are looking for someone who has experience reviewing medical records for quality and compliance, as well as familiarity with clinical data systems and aggregate reporting.

Selectives

Public Health
6 months' experience, 12 semester hours, or a combination of both related to improving, maintaining, and protecting the general condition of health within society, either on a personal, institutional, organizational, or community basis. Experience may be gained from direct provision of health care or from other ancillary programs and support mechanisms such as government public health departments.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a bachelor's degree in nursing and experience equal to one year of full-time professional clinical work in a correctional environment or in any combination of nursing specialty areas including epidemiology, geriatrics, maternal and child health, nursing education, pediatrics, public health, mental health or psychiatrics, or intellectual disability.

2) All of the following (a and b):

a. One year of full-time professional clinical work experience in either a correctional environment or in any combination of nursing specialty areas including epidemiology, geriatrics, maternal and child health, nursing education, pediatrics, public health, mental health or psychiatrics, or intellectual disability; and

b. A total of four years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in nursing equals one year of full-time experience.

3) Current, continuous experience in the state executive branch at the Iowa Veterans Home that includes experience equal to five years of full-time work as a Registered Nurse. The Iowa Veterans Home's service/duty requirements are not applicable to other institutions or agencies for qualification purposes.

Additional Qualification Requirements

All positions in this class require licensure as a Registered Nurse in the State of Iowa by the Iowa Board of Nursing, or licensure as a Registered Nurse in accordance with the Nurse Licensure Compact Administrator's Agreement of the National Council of State Boards of Nursing.
