Full Job Description
APPLICANTS MUST BE PERMANENT IN THE SUPERVISOR III (SS) CIVIL SERVICE TITLE. THIS IS A PROVISIONAL APPOINTMENT, WHEN A TEST BECOMES AVAILABLE IN THE SUPERVISOR III (SS) TITLE, YOU MUST TAKE AND PASS THE EXAM TO REMAIN IN THE SUPERVISOR III (SS) TITLE.

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

Fair Hearing Administration / Medicaid Fair Hearing Unit serves as an internal mechanism for clients and their representatives to address problems or complaints related to Medicaid eligibility decisions, with the goal of reducing the number of Fair Hearings.

Under general direction of Director of Fair Hearings with wide latitude for independent action and decision-making, the Fair Hearing Section Manager oversees the work of Fair Hearings Representatives who are responsible for preparing and presenting the Department's position at administrative hearing proceedings involving the Medical Assistance Program and the Home Care Services Program that are being contested by applicants or recipients for those services. Provide consultation and technical assistance to subordinate staff in complex cases.

The Fair Hearing Administration is recruiting for two (2) Supervisor III (SS) to function as Fair Hearings Section Manager for their Medicaid Fair Hearing Unit who will:

-Supervise and coordinate the activities of the Fair Hearing Representatives in the preparation of the Fair Hearing process; develop Fair Hearing schedules and schedule Fair Hearing assignments for subordinate; ensure that MAP and HCSP actions or decisions on issues of Medicaid eligibility, home care and managed care are determined in accordance with New York State Social Services Laws, Rules and Regulations.

-Administer training sessions on the operations of the Fair Hearings Unit and ensure that staff are up to date on Fair Hearing policies, and procedures as they pertain to New York State Department of Social Services (NYSDSS.

-Develop and maintain internal administrative controls of cases in order to monitor the fair hearing process and ensures adherence to mandates, guidelines and Agency policies. Ensure that actions on the case are entered into the Fair Hearing Tracking System.

-Prepare reports on operations and activities of the unit indicating the outcome of cases having completed the fair hearing process for submission to the Director; recommend changes needed to improve the efficiency and effectiveness of the section.

-Maintain liaison with Hearing site administrators, New York State Department of Social Services, clients, client's representatives, advocacy organizations, and advocates. Respond verbally and in writing to compliance inquiries from client, representatives, state and related agencies/organization.

-Provide technical assistance in program planning and development of the Fair Hearing Division by analyzing problems regarding the fair hearing process, recertification, and non-recertification issues; recommend solutions to improve the administrative and operational effectiveness of the fair hearing process.

-Conduct special studies regarding aid to continue actions and class action lawsuits; review and analyzes cases requiring in-depth case handling and confers with Fair Hearing Representatives on any problems that occur in processing cases.

-Assist the Director in planning, developing and implementing new procedures and forms to improve the administrative and operational effectiveness of the fair hearing process.

A baccalaureate degree from an accredited college and three years of full-time satisfactory experience in social casework, at least two years of which must have been in a supervisory capacity.
