Summary

This position is located in the Hospital Engineering and Facility Services (HEFS), Clinical Center, National Institutes of Health (NIH). The Clinical Center (CC) is a 200-bed research hospital and ambulatory care research facility in Bethesda. The incumbent serves as a liaison between the Clinical Center and all levels of personnel within the 27 Institutes/Centers (IC) with intramural programs in the CC, as well as all contractors hired for repair/maintenance/renovation work.

As a Facilities Operations Specialist, you will:

  • Plan, coordinate, evaluate, and oversee hospital-wide facility operations, infrastructure management, maintenance, repair, rehabilitation, and operational improvement activities supporting highly specialized clinical, laboratory, patient care, and research environments throughout the NIH Clinical Center.
  • Analyze operational impacts associated with aging infrastructure, utility system reliability, deferred maintenance, patient safety requirements, environmental controls, and continuity of operations requirements to determine operational priorities, corrective actions, and long-range facility management strategies.
  • Evaluate complex facility management issues involving HVAC systems, medical gas systems, emergency power systems, pressure-controlled environments, utility distribution systems, plumbing infrastructure, environmental control systems, and specialized healthcare facility systems supporting patient care operations, cGMP laboratories, isolation rooms, operating suites, and high-containment research environments.
  • Establish operational benchmarks and evaluate facility performance indicators to identify recurring deficiencies, infrastructure vulnerabilities, operational inefficiencies, and opportunities for improved reliability and healthcare operational support.
  • Serve as the primary technical liaison and healthcare facility management advisor regarding accreditation requirements, infrastructure deficiencies, operational risks, and healthcare environmental compliance issues.
  • Serve as the technical facility operations representative for renovation, construction, utility modification, maintenance, and infrastructure modernization projects occurring within occupied healthcare, laboratories, and research environments.

Qualifications

You qualify for this position at the GS-12 level, if you have the following:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) implementing a preventive maintenance program for building systems; 2.) providing recommendations to management on facility and construction issues; 3.) implementing new systems and providing support to building operations by reviewing plans, standards and requirements for the maintenance, construction, and implementation of air-conditioning, heating, and associated systems; 4.) providing assistance in construction operations including inspections of electrical, mechanical and structural aspects of construction; 5.) evaluating operating methods for new and improved materials, tools and equipment.
