Cherokee Nation Federal Consulting is seeking an experienced Project Management Support Specialist to provide advisory and technical services to the Defense Health Agency (DHA) Facilities Enterprise (FE) program. This position supports military healthcare facility lifecycle projects-ranging from initial design through construction, outfitting, commissioning, and post-occupancy-under Military Construction (MILCON), Base Realignment and Closure (BRAC), and related DoD initiatives. This individual will serve as a subject matter expert (SME) in project management, medical facility planning, and transition execution. The candidate must have a comprehensive understanding of U.S. building codes, DoD and Army regulations, and medical regulatory requirements, and must possess a proven track record supporting mega projects within military healthcare environments.

Compensation & Benefits:

Estimated Starting Salary Range for Project Support Specialist: $116,000 - $150,000

Pay commensurate with experience.

Project Support Specialist Responsibilities Include:
  • Provide project management expertise throughout all phases of design, construction, and post-occupancy of military healthcare facilities.
  • Coordinate with DHA-FE, U.S. Army Corps of Engineers (USACE), Architect-Engineers (A-E), DPW, and end users to ensure alignment with project Design Intent and regulatory compliance.
  • Support planning and review of scopes of work, RFPs, technical specifications, submittals, and RFIs in coordination with government teams.
  • Analyze site and facility operations to evaluate constructability, maintainability, and sustainment planning.
  • Oversee and contribute to Total Building Commissioning (TBCx) activities, from design intent validation to execution and evaluation.
  • Support IO&T planning, space programming, furniture and equipment procurement, and transition logistics.
  • Evaluate Engineering Change Proposals (ECPs) and make recommendations based on cost, schedule, and technical compliance.
  • Lead or contribute to construction reviews, change coordination, and documentation tracking.
  • Present briefings and reports to government Program Managers and stakeholders; track progress against milestones and support audit readiness.
  • Participate in post-occupancy evaluations and help establish maintenance and sustainment plans.
  • Performs other job-related duties as assigned


Project Support Specialist Experience, Education, Skills, Abilities requested:
  • Bachelor's degree required; Master's degree preferred.
  • 15+ years of project management experience required; a minimum of 5 years must be recent (within the past 5 years).
  • Three (3)+ years' experience with military medical healthcare facilities preferred
  • Experience with medical facility construction projects, ideally within federal or military healthcare environments.
  • Demonstrated success managing or supporting Mega Projects (valued at $2M+).
  • Knowledge of Total Building Commissioning (TBCx), IO&T processes, and U.S. medical and construction codes.
  • Familiarity with The Joint Commission (TJC), NFPA, OSHA, ASHRAE, ADA, and BMBL guidelines.
  • Knowledge of DoD systems, including DMLSS and Government procurement policies.
  • Experience with BSL-3 or higher lab environments preferred.
  • Proficient in project management tools and Microsoft Office Suite.
  • Strong communication, coordination, and analytical skills across multidisciplinary teams.
  • Ability to develop and present technical recommendations, manage multiple priorities, and adapt to changing project requirements.
  • PMP certification preferred.
  • Active Secret Clearance or ability to obtain one required.
  • Must pass pre-employment qualifications of Cherokee Federal
