Responsibilities

  • Analyze information to evaluate solutions for multi-faceted facilities challenges.
  • Develop Analyses of Alternatives (AOAs) for facilities planning and property acquisition.
  • Participate in Facility Working Groups and Engineering Review Boards.
  • Support R&D on engineering activities related to buildings and facilities.
  • Assist in developing courses of action for senior leadership decision making.
  • Recommend solutions to complex planning issues involving conflicting factors.
  • Estimate space and facility requirements for agency missions.

Description

Markon is seeking aFacilities Plannerto support one of our Intelligence Community customers.This individual willassistsenior government clients withlong-term strategic planningfor theOffice ofFacilities& Services,Planning and Construction(FAC-PAC)enterprise

Responsibilities
  • Conduct technical review and implementationof facilities planningcriteria, including Basic Facilities Requirements (BFRs), FacilitiesOperations Master Plan (FOMP)), andReal Property Strategic Plan (RPSP)
  • Prepare statements of work (SOWs) in coordination with Naval Facilities Engineering Command (NAVFAC) and the US Army Corps of Engineers (USACE) using supporting facility planning documents to set pricing and work expectations for vendors
  • Prepare and deliver briefings to large and diverseinternal and external stakeholders on complex and/or controversial topics in a mannerappropriate forthe audience and consistent withpolices, guidance and best management practices.
  • Analyzekeyinformation and evaluatesthe effectiveness of alternate solutions, courses of action and strategies to address complex and multi-faceted facilities issues
  • Develop Analyses of Alternatives (AOAs)requiredto support facilities planning and real property acquisition requirements
  • In coordination with the Project Management Team (PMT),participatein and provide professional input totheFacility Working Groups (FWGs) and Facility Engineering Review Boards (FERBs) in their review and assessment of proposed projectssubmittedby stakeholders
  • Provide support to and conduct research & development on related engineering activities, buildings, and facilities
  • Assistin the development & synchronization ofvarious courses of action for agency senior leadership decision making
  • Recommend solutions to complex planning problems related to conflicting factors of facilities use, development proposals, socioeconomic effects,and environmental constraints
  • Prepare estimates for use in budgeting to execute planning, engineering,and design services
  • Coordinate planning actions making certain all installation stakeholders are involved
  • Preparepresentations, correspondence, technical reports, estimates, fact sheets, budgets, status reports, and schedules to complete assignments
  • Review and evaluate work performed under contracts for accuracy, for adequacy, for completeness, and for conformity with contract requirements, and makes suggestions designed to improve the product
  • Be prepared to support DD 1391 developmentforinclusion of major construction projects into various listed programs
  • Estimatespace and facility requirements to support agency missions and goals,identifyingdeficiencies and overseeing the development of recommendations for theequitableallocation of available space
Qualifications

Desired:

  • Demonstrate experience and familiarity with DoD or Intelligence Community planning, programming, andbudgeting system (PPBS) related to major construction (MILCON)
Salary RangeUSD $110,000.00 - USD $130,000.00 /Yr.The Markon pay range for this position is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
