Job Responsibilities

The Facilities, Pipeline, and Installations Supervisor will serve as an integral member of the Production team with responsibilities including, but not limited to, the following:

 

Leadership and Workforce Management

• Provide direct leadership and supervision of the Field Supervisor and Field Operators, ensuring the safe and efficient day-to-day operation, maintenance, and reliability of pipeline, compression, and facility assets
• Conduct employee performance evaluations, establish performance objectives, support employee development, and ensure appropriate staffing, training, and succession planning within the department
• Learns, promotes and supports Seneca’s EHSQ policies, standards and procedures in order to achieve environmental, health and safety excellence and ensuring that staff are taking a proactive leadership role in managing EHSQ for assigned areas of responsibility

Project and Financial Management

• Provide technical and managerial oversight of the Project Engineer in the development and execution of capital and operational projects from concept through commissioning, including project justification, economic evaluations, cost estimating, scope development, contract preparation, permitting, material and equipment specification, cost forecasting, invoice approval, and project closeout
• Develop, manage, and forecast annual capital and lease operating expense (LOE) budgets, including project prioritization, expenditure tracking, and long-term asset planning
• Manage and provide technical oversight of third-party engineering consultants, construction contractors, inspectors, and vendors to ensure projects and operations meet company standards, regulatory requirements, budget objectives, and schedule commitments
• Lead front-end engineering and development of pipeline, compression, and facility projects, including route evaluation, capacity planning, equipment selection, preliminary design, cost estimating, and project scoping

Operations, Maintenance, and Reliability

• Direct maintenance and reliability programs for pipeline, compression, and facility assets to maximize system availability, operational efficiency, and regulatory compliance
• Oversee the development, implementation, and management of operating procedures, maintenance procedures, emergency response documentation, and field operator training programs
• Serve as the primary technical resource for troubleshooting operational, mechanical, process, and reliability issues involving compression, dehydration, filtration, liquid separation, hydrates, emissions control systems, and other midstream process equipment
• Oversee field data collection, operational performance monitoring, and trend analysis to identify system constraints, optimize asset performance, support regulatory reporting requirements, and improve operational efficiencies

Engineering and Technical Oversight

• Provide technical oversight and design guidance for pipeline, facility, and compression assets, including MAOP calculations, DOT Part 192 compliance, pressure control and overpressure protection systems, process equipment sizing and selection, dehydration systems, automation and PLC control systems, P&ID development and review, mechanical drawing review, piping design, and engineering standards
• Evaluate, size, select, and optimize compression assets and compressor configurations to maximize system performance, efficiency, reliability, and economic returns

Midstream Planning and Asset Development

• Perform hydraulic pipeline modeling and compression forecasting for Seneca Resource gathering systems to support production growth, identify capacity constraints, evaluate expansion opportunities, and direct buildout planning and investment decisions

Regulatory Compliance and Governance

• Manage pipeline and facility compliance programs, including regulatory recordkeeping, preparation of annual state and federal reports, Operator Qualification (OQ) program administration, Public Awareness program oversight, pipeline class location studies, PHMSA jurisdictional evaluations, and management of PA PUC and PHMSA audits and inspections.

Job Qualifications

• Minimum 10 years experience in oil and gas upstream/midstream operations 
• Bachelor’s degree in engineering discipline 
• Upstream/midstream design and operation experience
• Working knowledge of PUC/PHMSA regulations 
• Experience with pipeline modeling software such as Synergi preferred
• Leadership experience a plus
• LOE/O&M budget management experience a plus
