Overview

Element has an opportunity for a Department Manager I. The primary function of the Facilities Manager and Supporting Operations is to lead the lab support functions, including Facilities, Quality, Safety, Calibration, and Shipping & Receiving to support high performance and productivity of the location through use of best practices in managing resources, services, and processes to meet the needs of the Company.

Salary: $90,000- $115,000/yr DOE

Responsibilities
• As a member of the lab's Leadership Team, participates in the development of the lab's objectives and oversees all aspects of lab support operations. Provides input into lab capital plan and operation plan and effectively manages budget costs. Provides technical input for equipment and facility enhancements. Drafts and tracks Capital Expense requests and supporting documents for submittal to corporate leadership
• Creates, implements, and manages the facility maintenance program based on best practices and manufacturer recommendations, with an emphasis on production planning/scheduling and preventive/predictive maintenance. Ensures optimal functioning of all building systems, including but not limited to mechanical, cryogenics, hydraulic, pneumatic, electrical, and fire/life safety systems. Additionally, ensures the facility appearance is maintained in such a way as to enhance the customer experience and colleague work environment.
• Manages equipment and facility (telecommunications, HVAC, utilities, signage, security, fire suppression, etc.) contracts, vendors, installations, and refurbishments.
• Will directly own capital expenditure projects from vendor management, cost budgeting, to execution within a timely manner.
• Identifies opportunities and executes projects to reduce operating costs through utility conservation, purchase price reduction, equipment/facility lifecycle expense management, and other means.
• Supports the calibration lab for day-to-day calibration tasks, ensuring that calibration and verification of equipment is completed timely and in compliance with company, accreditation, and regulatory policies and procedures.
• Oversees the shipping/receiving process ensuring compliance with ITAR, generally accepted packaging standards, and processing standards with a focus on efficiency and organization.
• Efficiently and effectively manages the acquisition and inventory processes to optimize the location's use and awareness of consumables, equipment, and other purchased items.
• Participates and follows through with activities and actions stemming from Leadership GEMBA walks targeted to review Safety, Quality, Efficiency, and Operational Excellence practices within the lab.
• Responsible for the safety condition, culture, and approach for assigned groups and areas of the facility.
• Applies the principals of 5S (Sort, Set In Order, Shine, Standardize, and Sustain) in the performance of daily work responsibilities to ensure a clean, orderly, and safe work area.
• Abides by and ensures that all duties are performed in accordance with all Safety, Health, and Environmental (SHE), Trade Compliance, and Quality practices, policies, and regulations.
• Develops and reports standardized metrics to optimize the efficiency and effectiveness of the department.
• Maintains customer confidentiality at all times.

Skills / Qualifications
• Coaches, develops, and motivates staff (including: hiring, performance management, and recognition duties).
• Assesses staffing needs and participates in staff recruitment efforts by conducting interviews or attending job fairs.
• Trains, directs, and appraises staff.
• Supports with daily schedules for proper manpower utilization for facility preventative maintenance and testing needs.
• Works together with Project Manager and Master Scheduler to with assigning proper skillsets to specific projects.
• Issues written and verbal instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.
• Reports directly to the General Manager

Education and/or Experience
Bachelor's degree or equivalent from a four-year college or technical school plus a minimum of five (5) years of relevant experience and/or training, including at least two (2) years in management and or leading teams; or equivalent combination of education and experience. Experience in contract management, Total Productive Maintenance (TPM), 5S, and budget accountability. General knowledge of building systems. Experience utilizing project management tools.

Language Skills
Ability to read, analyze and interpret general business periodicals, professional journals, safety rules, operating and maintenance instructions, procedural manuals, technical procedures, or government regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, customers and the general public.

Mathematical Skills
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.

Reasoning Ability
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, verbal, diagram, or schedule form. Ability to define problems, collect data, establish facts, and draw valid conclusions.

Certificates, Licenses, Registrations
Must have valid Driver's License with an acceptable driving record under Element's policy, or ability to obtain prior to beginning employment.
