Position Information Reporting directly to the Support Services Agency Director, the Facilities Management Director leads the Cobb County Facilities Management Department. This department oversees the development and management of County-owned facilities through its divisions of Administration, Planning & Design, Construction & Renovations, Custodial & Grounds, and Operations & Maintenance for the various Cobb County departments. The position actively contributes to the County Leadership Team, offering input on strategic plans and policies.
Essential Functions Directs overall operations of the Facilities Management department, including Administration, Planning & Design, Constructions & Renovations, Custodial & Grounds and Operations & Maintenance of County facilities: develops and implements long- and short-term plans, goals, and objectives for the department; develops long-term plans for capital improvements to buildings and facilities; and establishes and implements system for managing the maintenance and repair of buildings and facilities.
Reviews, revises and develops policies, procedures, plans and programs to improve efficiency and operations of County facility assets as well as the overall work of the department: reviews work orders; ensures timely completion of maintenance and repair activities; researches and addresses pending work and any backlogs; conducts work site visits to monitor work in progress on all projects; ensures compliance with all applicable rules, regulations, standards, policies and procedures; and initiates any actions necessary to correct deviations.
Maintains a constructive and interactive relationship with the other departments and elected offices to ensure facilities are assigned, designed and maintained to facilitate the functions of the organizations.
Manages, directs, and evaluates assigned staff: oversees employee work schedules to ensure adequate coverage and control; reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals; directs work; acts as a liaison between employees and County administrators and elected officials; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to County administrators and elected officials.
Directs various skilled labor and repair functions, such as carpentry, electrical, mechanical, plumbing, construction/remodeling work, and routine/preventive maintenance tasks: troubleshoots problems involving buildings and related systems; and makes recommendations to resolve problems.
Directs, monitors, and inspects work performed by outside contractors: approves and assigns work orders to outside service contractors; reviews and approves contractor's work for quality, completeness, and conformity to contract specifications; consults with contractors; and prepares and maintains related records and reports.
Develops bid specifications for facilities maintenance and repair projects and activities: approves Requests for Proposal (RFP); monitors bid kickoff; awards department contracts; and communicates with other County departments and contractors to discuss scope of work, workflow process, inspection process, payment terms, and procedures to resolve non-payment.
Develops and implements department budget: projects expenditures for labor, materials and equipment needs; approves invoices; monitors expenditures to ensure compliance with approved budget; and prepares and submits budget documentation and reports.
Receives and responds to complaints and inquiries: receives, answers, and remedies any difficult complaints or problems that cannot be handled by subordinates; keeps related records and makes required reports.
Requires the ability to communicate, report and complete work orders using technology such as a Smartphone or tablet and associated applications.
Performs other related duties as assigned.
Minimum QualificationsBachelor's Degree in Facilities Management, Engineering, Construction Management, or related field required; ten years of progressively responsible experience in building maintenance and construction, with a minimum of five years of managerial experience in the field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Licenses and Certifications Must possess and maintain a valid Driver's License.
Physical AbilitiesTasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
Sensory RequirementsSome tasks require the ability to communicate orally.
Environmental FactorsEssential functions are regularly performed without exposure to adverse environmental conditions.
