GENERAL PURPOSE This position is responsible for planning, organizing, directing, and controlling all aspects of the Facilities Department for school buildings, including the management of all school building capital projects, maintenance, and energy management.
ESSENTIAL DUTIES AND RESPONSIBILITIES An employee in this position may be called upon to do any or all of the following essential functions. - Plans, organizes, staffs, directs, coordinates and budgets the activities of the Facilities Department for school buildings, including all aspects of building and facility operations and maintenance.
- Provides for repair, maintenance, renovation and replacement of school buildings and mechanical equipment.
- Prepares specifications for the work to be done under contract; oversees the work and the work order system; inspects the construction, repairs and renovations. • Develops and implements a preventative maintenance program for all school buildings and equipment.
- With the Energy Manager, develops an energy management system and implementation plan for all school buildings and equipment.
- Oversees the development of School Department objectives, plans and goals; conceives and recommends a range of programs/services designed to support objectives and strategic planning initiatives and to enhance the provision of quality service.
- Develops and recommends to the Superintendent of Schools major Facilities Department plans and policies affecting the school community and the public; implements plans upon approval; assesses their effectiveness and recommends/implements modifications as needed.
- Works with and assists School Building Committees and other departments on major construction and renovation projects for the School Department; assists with the selection process of architects, engineers and contractors; monitors progress for adherence to plans and specifications, project timelines and budgets.
- Prepares plan specifications for various maintenance functions; coordinates and supervises the activities of private contractors.
- Working with the Procurement Department and Town Facilities Director, establishes contracts for various maintenance services and functions where doing so will result in economies of scale and cost savings.
- Makes periodic visits and inspections to all school buildings; keeps records of each building and equipment.
- Assists the Superintendent of Schools in the annual preparation of a Capital Improvement Plan (CIP).
- Implements a computer tracking system to prioritize maintenance projects. • Develops and presents School Department budget requests to the Superintendent of Schools; authorizes and expends funds consistent with Town policies and procedures; monitors budgets to ensure compliance with approved levels and takes corrective action as required.
- Meets regularly with School Department staff to coordinate services and solicit their input and feedback regarding facilities operation and maintenance.
- Provides effective and efficient customer service and promotes and maintains responsive community relations.
- Works cooperatively and collaboratively with the Director of Facilities assigned to Town buildings.
- Follows safe work practices.
- Performs related duties as assigned.
QUALIFICATIONS Required Education, Training, and Experience:
Graduation from college or university with a Bachelor's Degree in facilities management or engineering; supplemented by 7 - 10 years of experience in construction and maintenance of commercial and educational buildings and systems; or any equivalent combination of training and experience which provides the following knowledge, ability and skills:
Knowledge of:
- Methods, materials, and tools/equipment used in the care and maintenance of buildings, systems, and equipment.
- Price trends and quality of materials and equipment used in building construction and maintenance.
- Applicable laws, regulations and codes related to building maintenance and repair. • Hazards and safety precautions common to facility management and repair. • The use of standard office equipment including computers and relevant software programs.
Ability to:

- Analyze, manage, and utilize data to improve operations.
- Provide guidance, assistance and/or interpretation to others on how to apply procedures and standards to specific situations.
- Assign and supervise the work of others; motivate employees to work toward common goals.

- Establish and maintain effective working relationships with supervisors, contractors, residents, and members of the general public.

Supervision Given: Supervises the work of third-party contractors performing work on School property; confers with the Director of Facilities for Town buildings with respect to the work of the HVAC Technician, Electrician, and Plumber
