Job Description

SAIC is seeking an experienced Facilities & Construction Contract Management SETA to provide full-spectrum contract management support across both pre- and post-award phases in support of a government customer. While the role is primarily focused on post-award contract execution, the successful candidate will also contribute to pre-award activities including solicitation development, technical evaluations, and acquisition package preparation, in coordination with the broader acquisition team.

This role delivers critical oversight of construction and facilities projects, including new construction, facility upgrades, and infrastructure modernization efforts. The successful candidate will support both Cost-Plus Award Fee (CPAF) legacy contracts currently in execution and Firm Fixed Price (FFP) contract vehicles being established for future efforts. Qualified candidates must possess demonstrated construction and facilities acquisition experience, continuity of effort, and value-added judgment across a full spectrum of contract management activities. The successful candidate will provide contractor performance monitoring, financial analysis, risk mitigation, and coordination across government and contractor teams supporting the customer.

Key Responsibilities
  • Deliver expert acquisition guidance aligned with the Federal Acquisition Regulation (FAR) and the customer's acquisition manual to support sound decision-making across the full contract lifecycle
  • Support the development and review of comprehensive acquisition packages including Requests for Proposals (RFPs), Requests for Information (RFIs), and government-furnished information repositories provided to offerors, ensuring solicitations are technically sound and aligned with program requirements
  • Draft and review acquisition framework documentation including Section L (Instructions to Offerors) and Section M (Evaluation Criteria) to ensure solicitations are structured to yield best-value outcomes for the government
  • Participate within a team to author and refine Statements of Work (SOWs) for new task orders, modifications, and follow-on efforts, translating complex construction and facilities requirements into clear, contractually enforceable performance language
  • Develop and review price matrices and other cost evaluation frameworks to support fair and transparent contractor proposal evaluations
  • Conduct technical evaluations on contractor proposals and RFP responses in coordination with the broader acquisition team
  • Support Contracting Officers and COTRs with task order management, Engineering Change Proposals (ECPs), modifications, funding actions, deliverable tracking, and compliance verification across multiple concurrent construction efforts
  • Monitor contractor performance across cost, schedule, and technical baselines on active construction projects; identify variances and recommend corrective actions
  • Track, review, and assess contractor submissions against Contract Data Requirements Lists (CDRLs) across all active task orders; evaluate submissions for cost, schedule, and technical performance trends, identify variances early, and provide actionable recommendations to COTRs and program leadership to maintain established baselines
  • Track contractor schedules, construction milestones, phasing plans, and dependencies; highlight impacts to program timelines and facility activation dates
  • Monitor and analyze funding execution across active CPAF and FFP construction task orders, including tracking obligated balances, expenditure rates, and remaining funding availability; provide COTRs with guidance on invoice review and approval, and deliver recommendations to leadership to maintain program health and prevent Anti-Deficiency Act violations
  • Identify execution-phase risks inherent to construction environments, including schedule slippage, material delays, labor constraints, and site access issues; collaborate with the broader SETA team to develop mitigation strategies for leadership review
  • Prepare materials for program reviews, construction progress meetings, technical interchange meetings, and executive briefings
  • Facilitate communication across PMs, COTRs, COs, construction contractors, and subcontractor teams to ensure alignment and timely issue resolution
  • Provide expert recommendations to improve construction contract performance, streamline execution processes, and support facility turnover and commissioning activities


Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and ten (10) years or more of related experience; Masters and eight (8) years or more experience ; PhD or JD and five (5) years or more experience.
  • Must be a U.S. Citizen with an active Top Secret clearance with Polygraph
  • Must be eligible for access to Sensitive Compartmented Information (SCI) programs as determined by the Government
  • Demonstrated experience supporting post-award contract execution and program management in a construction or facilities environment
  • Experience managing task order-based contracts and processing Engineering Change Proposals (ECPs) in a construction context
  • Prior experience supporting data center construction, retrofit, or modernization projects is a plus
