External Elements (EXELMS) Lead
Quantico, VA

The External Elements (EXELMS) Lead receives work direction derivatives from the MSTP Exercise Design Lead and Project Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Manage, supervise, and coordinate the efforts of contractor personnel in development of scenarios, concepts, products and other deliverables that may be specified in support of scenario development and exercise design for MAGTF and joint/combined exercises.


  • Supervise and manage contractor personnel acting in an advisory capacity and/or perform the functional responsibilities of event billets that may include but are not limited to General and Joint staff sections for both service and functional component headquarters and Joint Force Headquarters.


  • Perform research of concepts and plans and conduct analysis of factual data.


  • Prepare reports, briefs, and documents in support of event scenario development and higher and adjacent headquarters functions.


  • Perform as Lead Contractor at the Higher and Adjacent Headquarters (H&AHQ) Response Cell and advise the Senior Mentor acting in the capacity of Joint/Combined Force Commander.


  • Collaborate with the IMA Detachment leadership in the design and organization of training event billet functional responsibilities of as a part of a Combined or Joint Staff Headquarters.


  • Perform responsibilities associated with government counterparts.


  • Perform other related duties incidental to the work described


EDUCATION

  • Bachelor's degree is required (information systems, operations research, management, military science, or equivalent area desired). Master's degree is preferred.


  • Attendance at Intermediate Level School (e.g. Marine Corps CSC or completion of equivalent nonresident course) is required. Attendance at SAW or Top Level School is preferred.


EXPERIENCE

  • Minimum eight years of operational experience in deployment and employment of ground combat, aviation, supporting arms, or combat service support units, related equipment and C2 methods and systems at the Higher Headquarters level.


  • Minimum three years of training and education experience in military doctrine, tactics, or planning.


CORE SKILLS/COMPETENCIES

Required Knowledge, Skills and Abilities

  • Strong communication and presentation skills. Able to read, write, and communicate effectively in English. Able to design and write clear communications and present training programs.


  • Excellent organizational, planning, problem-solving, prioritization, and interpersonal skills.


  • Excellent computer skills required. Proficient in the entire suite of MS Office and able to quickly learn additional systems. Familiarity with SharePoint and C2PC is desired.


WORKING CONDITIONS

  • Required to sit for extended periods of time and maintain focus


  • Daily travel in local area during workday (including use of personal vehicle)


  • Be able to work an unstable schedule, to include holidays and weekends.


SPECIAL POSITION NOTATIONS

  • CONUS and OCONUS travel may be required for up to three weeks at a time (or longer)


  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver's license, current automobile insurance, and a driving record that is acceptable to the company's auto insurance provider.


SECURITY CLEARANCE

  • A Secret security clearance is required for this position.


  • This position also requires a completed Personnel Security Investigation that will qualify the incumbent to be eligible for access to at least the TS-SCI level, and the individual must be read-in for NATO level access.
