Full Job Description
You will serve as an Export Control Program Manager, NO-0301-5 at Naval Research Laboratory (NRL).

Duties

  • You will manage the NRL Export Control Program and be responsible for assessing and ensuring compliance by all NRL program activities with U.S. Export Control laws and regulations.
  • You will obtain, manage, and maintain necessary export authorizations on behalf of the Commanding Officer to support full compliance with regulatory agencies.
  • You will lead the development, presentation, implementation, and maintenance of export compliance policies, procedures, and training curriculum.
  • You will provide guidance to NRL researchers and programs on U.S. Government export regulations, including International Traffic in Arms Regulations (ITAR), and Export Administration Regulations (EAR).
  • You will assist NRL Contracting Officers, and Grant Officers in procurement-related matters involving export control.

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NO-04 pay band (GS-13 grade level) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following duties: 1) Utilizing International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), as well as procedures for obtaining and maintaining necessary export authorization; 2) Producing/conducting export control training; 3) Assessing and ensuring compliance with U.S. Export Control laws and regulations; 4) Assisting with export control review for patent applications; and, 5) Providing guidance on U.S. Government export regulations for classification inquiries or for making final ITAR/EAR determinations.
