Responsibilities

Noblis is seeking Exercise Planner(s) to work in a dynamic mission-oriented environment within McLean, Virginia.

Job Responsibilities:
  • Planning, coordinating, executing, and evaluating a full spectrum of exercise events, including seminars, workshops, tabletop exercises, drills, functional exercises, and full-scale exercises.
  • Partnering with government personnel, mission stakeholders, and interagency partners to develop exercise objectives, requirements, timelines, injects, and evaluation criteria.
  • Developing realistic exercise scenarios incorporating emerging threats, counterterrorism operations, intelligence considerations, and all-hazard crisis response requirements.
  • Applying National Incident Management System (NIMS), Incident Command System (ICS), and Homeland Security Exercise and Evaluation Program (HSEEP) principles to support effective exercise planning, execution, and evaluation.
  • Developing exercise materials, planning documents, briefings, presentations, and supporting products using Intelligence Community tools and Microsoft Office applications.
  • Facilitating exercise events and delivering briefings, training, and presentations to senior leaders, government personnel, and mission stakeholders.
  • Evaluating exercise performance, documenting findings and lessons learned, and developing after-action reports and improvement recommendations to strengthen organizational preparedness and mission readiness.
  • Coordinating exercise activities across government, Intelligence Community, law enforcement, homeland security, and other mission partners to ensure effective integration and continuous improvement.

Required Qualifications

  • Experience partnering with government personnel to plan, coordinate, execute, and evaluate a full spectrum of exercise events, including seminars, workshops, tabletop exercises, drills, functional exercises, and full-scale exercises.
  • Experience developing realistic scenarios incorporating emerging threats, supporting all-hazard crisis response activities using the National Incident Management System (NIMS) and Incident Command System (ICS), and documenting findings, lessons learned, and after-action reports.
  • Experience delivering briefings and training to senior leaders while leveraging Intelligence Community tools, Microsoft Office, and exercise planning principles to enhance organizational preparedness and mission readiness.

Required minimum skills and knowledge:
  • US Citizenship is required.
  • Active Top Secret/SCI clearance with Polygraph.

  • Junior Level:
    • Bachelor's degree OR Master's OR PhD with 0 years of experience OR Associate's degree with 3 years of experience OR High-School with 6 years of experience.
    • Compensation: $61,900 - $96,700
  • Journeyman:
    • Bachelor's degree with 3 years of experience OR Master's Degree with 1 year of experience OR PhD with 0 years of experience OR Associate's degree with 6 years of experience OR High-School with 9 years of experience
    • Compensation: $75,000 - $117,225
  • Senior Level:
    • Bachelor's degree with 5 years of experience OR Master's Degree with 3 years of experience OR PhD with 1 year of experience OR Associate's degree with 8 years of experience OR High-School with 11 years of experience
    • Compensation: $99,800 - $156,050

Desired Qualifications

  • Prior experience working with an intelligence community department or agency.
  • Experience with counterterrorism operations and intelligence.
  • Experience with Homeland Security Exercise and Evaluation Program (HSEEP) principles that outline how exercises are planned, conducted, evaluated, and improved to strengthen national preparedness.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

USD $61,900.00 - USD $156,050.00 /Yr.
