Job Summary:
A successful candidate will support a high performing team of Government and Contractor professionals to develop a concept of operations and notional system architecture to conduct future live, virtual and constructive training, exercise, and experiments for command and control of USSPACECOM assigned tactical units. The successful candidate will have experience with space operations, COA and TTP execution, and the Space Warfighting mission. The successful candidate will also have demonstrated the ability to operate in a dynamic and high energy environment with constantly changing tasking and priorities.
Key Responsibilities:
- Demonstrated experience with Joint Exercise Life Cycle (JELC), Joint Planning Process (JPP), or similar frameworks.
- Design and coordinate SDA-related scenarios in accordance with NRO priorities, Combatant Command directives, and JELC processes.
- Integrate NRO mission threads (e.g., protection of highly sensitive satellites, RPO detection, custody management, launch characterization, anomaly resolution, and commercial SDA data integration).
- Develop injects and storylines that simulate adversary counterspace threats and space operating environment complexities.
- Serve as the SDA/NRO representative during exercise planning conferences and working groups.
- Coordinate with Combatant Commands, and interagency partners to ensure NRO equities are incorporated.
- Align exercises with NRo internal training, certificaion events, and operational rehearsals.
- White Cell Lead or Control Cell lead for Exercises.
- Manage real-time injects, scenario pacing, and exercise adjudication during exercise execution.
- Support senior leader engagement by developing tailored briefs, updates, and assessments during events.
- Develop measures of performance and effectiveness for NRO-specific injects and objectives.
- Produce After Action Reports (AARs) and document lessons learned in JLLIS or NRO repositories.
- Provide recommendations to refine SDA doctrine, CONOPS, and TTPs based on exercise outcomes.
Qualifications:
- Education/Experience: Bachelor's degreeand minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related expereince.
- Clearance Requirement: Top Secret/SCI w/CI Poly
- Minimum Skills Required:
- Familiarity with Joint Operations and Joint Planning Process.
- Excellent verbal and written communication skills for reporting and briefing senior leadership.
- Experience with exercise planning and the joint event lifecycle (JELC) of exercise planning.
- Experienced in developing tactical, operational and higher headquarters level exercises, wargames and experiments.
- Able to derive senior leadership guidance and recommendations for dynamic training environments and help shape future training needs.
- Possess working knowledge of tools used for exercise planning such as Joint Training Information Management System (JTIMS), Joint Master Scenario Events List (JMSEL), Joint Lessons Learned Information System (JLLIS), Defense Collaboration Services (DCS), Primary Decision Aid System (PDAS), Joint Operational Planning and Execution System (JOPES), Time Phased Force Deployment Data (TPFDD).
- Experience working across multiple organizations, directorates and functions such as space operations, plans, intelligence, cyber operations, logistics and senior leadership to develop comprehensive scenarios and learning objectives.

Work environment:
- May require shift work or on-call availability to support mission operations.
- Ability to work in secure environments with restricted access to sensitive information.
- Work will primarily be performed at the customer site, with potential travel with the United States and overseas in support of program execution.
Work Schedule:
This is a full-time position, typically working 40 hours per week. Overtime may be required depending on operational needs.
