Job Responsibilities
The Executive Director of the South Carolina Workers' Compensation Commission provides strategic leadership and operational oversight of the Commission's administrative departments: Claims, Judicial, Information Technology, Legal, Insurance and Medical Services, Self-Insurance, and Administration. Under the general supervision of the Chairperson and Commissioners, the Executive Director serves as the chief operating officer of the Commission and is responsible for the day-to-day administration and management of the Commission's programs and personnel ensuring that the Commission executes its mission efficiently and effectively.
Responsibilities:
• Prepares the annual budget for review and approval by the Full Commission; submits budget to Office of the Governor and the General Assembly; testifies before legislative committees and provides supporting documentation as needed. Prepares monthly financial reports for presentation to the Commissioners at the monthly business meeting.
• Monitors all workers' compensation legislation, prepares fiscal impact statements as requested by the State Budget Office, attends legislative hearings, responds to legislative inquiries by preparing background information and analyses as needed, and communicates that information to the commissioners.
• Drafts and publishes the Agency's Annual Report and its Accountability Report, prepares and publishes the Commission's monthly business meeting agendas which provide an overview of the agency's operations and performance. Compiles all statistics and reports concerning the administration of workers' compensation laws and the disposition of claims.
• Serves as the Commission's spokesperson and liaison with the General Assembly, Congressional Delegation, news media, and public, professional, and trade associations.
• Assists the Chairperson and Commissioners as requested.
• Drafts and manages the Agency's strategic plan for consideration by the Full Commission.
• Oversees the Agency's Self-Insurance program.
• Receive and be responsible for all files and Commission records.
• Responsible for the referral of all industrially injured persons that need vocational counseling or vocational evaluation, personal adjustment, training and placement to the South Carolina Rehabilitation Department.
• Responsible for workforce planning, development, hiring, and retention.
Minimum and Additional Requirements
• A bachelor's degree, relevant experience in administrative services, public administration or business program management management, and experience.
Preferred Qualifications
Preferred Master of Public Administration, Juris Doctorate degree, or other relevant advanced educational degree and 5 years' experience.
Knowledge, Skills and Abilities:
• Experienced knowledge of the South Carolina Workers' Compensation System and state government operations.
• Strong interpersonal and communication skills and the ability to foster a cooperative work environment.
• Ability to work effectively with a wide range of constituencies.
• Strong analytical, decision-making, and crisis management capabilities.
• Demonstrated abilities in strategic planning, organizational alignment, and executive-level decision making.
• Strong computer skills.
