Job Title Executive Director of Institutional Research, Planning and Effectiveness

Duties SummaryUnder the administrative direction of the Vice President for Institutional Effectiveness, the Executive Director of Institutional Research, Planning and Effectiveness is responsible for conducting research or evaluation studies, analyzing information to support decision-making, providing leadership and support for college-wide planning, performing related research duties, serves as the college's liaison with the Higher Learning Commission accrediting agency, and manages a college-wide effort to improve institutional effectiveness . The Executive Director of Institutional Research, Planning and Effectiveness is dedicated to learning college concepts by leading research efforts to provide data that guides decisions related to programs, services, teaching and learning.
Essential duties and responsibilities include the following. Other duties may be assigned.1. Evaluate information needs, design institutional studies, including assessment of institutional and program outcomes and operating procedures, and recommend effectiveness improvements to operations.
2. Facilitate the college's Strategic Planning processes including coordinating strategic implementation teams.
3. Provide leadership for the college's annual planning process. Provide training for all staff involved in college-wide planning.
4. Provide leadership and resources to enable all staff to access and interpret data and to foster data-driven decision making.
5. Design, conduct, interpret, and report surveys of students, staff, and the community.
6. Serve as IPEDS Keyholder and MIS liaison to the ICCB. Provide college-wide leadership for state, federal, professional, and educational agencies reporting; review and approve submissions prior to deadlines.
7. Develop research models to assist the institution in developing systematic and comprehensive approaches to problems.
8. Produce enrollment trend reports, an institutional data book, environmental scanning information, and other information supporting planning, accountability, and accreditation.
9. Analyze MIS programs, request modifications to existing computer programs, regularly collaborate with IT to meet updated reporting requirements and develop specifications for new programming.
10. Make regular presentations to the College, Executive Leadership Team, and the Board of Trustees regarding enrollment trends, planning processes, and accreditation updates.
11. Provide leadership to develop, maintain, and monitor college's data dashboards and provide training for staff in accessing and utilizing dashboard data for data-informed decision-making.
12. Oversee systems, processes, and training for the online instructor evaluation system, SmartEvals.
13. Make recommendations for the recruitment, employment, promotion, and termination of staff.
14. Serve as chair of Institutional Review Board for the college. Provide leadership for reviewing internal and external Institutional Review Board requests, creates and maintains internal Institutional Review Board committee, and maintains registration for the College's Institutional Review Board status.
15. Manage College's institutional effectiveness program, providing leadership in planning, training, implementation and reporting to improve college effectiveness in accordance with accrediting agency guidelines and college expectations.
16. Serve as the Accreditation Liaison Officer (ALO) to the Higher Learning Commission. Provide leadership for all the college's accreditation processes, including disseminating information and answering questions about HLC policies and procedures for all audiences within the institution, providing oversight and direction for the timely submission of substantive change requests and reports required by HLC policy, and maintaining the institution's file of official documents and reports related to the institution's relationship with HLC.
17. Work collaboratively with deans, the internal auditor, and faculty to prepare for all program-specific accreditation activities, including self-studies, reports, and on-site visits.
18. Lead intradepartmental collaboration by facilitating groups (committees, departments, task forces and action teams), fostering teamwork and engaging staff in planning and institutional effectiveness activities.
19. Chair and serve on colleges committees, as appropriate.
20. Communicate effectively with all college officers, deans, department chairs, faculty, and staff to achieve unit goals and objectives.
21. Prepare, submit, and implement budget for operation of the office.
22. Maintain confidentiality of college records as appropriate.
23. Perform other duties as assigned by the Vice President of Institutional Effectiveness
Supervisory Duties:
Directly manages an Assistant Director, Senior Research Analyst, and support staff;
indirectly manages Research Analysts, others
Education/Experience Minimum of Master's degree in Institutional Research, Education Research, Educational Evaluation or Master's degree with related statistical training. Doctorate preferred.
Minimum of 3-5 years' experience in research/evaluation programs; 3-5 years' experience in planning and planning systems; 3 years' experience with institutional effectiveness; and knowledge of accreditation processes and requirements in a college setting.Please ensure this is clearly outlined in your application/resume.
Qualifications In addition to the above requirements, the ideal candidate sought has the following qualifications:• Above average background in math/statistics; statistical software (SAS preferred or SPSS), and other computer applications; and research methodology in social and/or natural sciences.
• Ability to train others, groups and facilitate group activities and provide presentations.
• Effective human relations/interpersonal skills.
• Ability to manage and lead many projects simultaneously and to produce quality results.
• Experience in educational administration.
• Superior verbal and written communications skills.
• Ability to interact effectively with faculty, staff, community members and other stakeholders.

• Knowledge of the budgeting process.

Salary/Wage $107,626 -$135,000 (plus exceptional benefits)
