JOB DESCRIPTION

POSITION: Executive Director of Human Resources

(260-day contract with pay range $125,000 - $130,000)

QUALIFICATIONS: Experience as a principal or central office administrator

REPORTS TO: Superintendent/Designee

JOB GOAL: Provide leadership and strategic direction for all human resource functions within the school corporation. This executive-level position is responsible for developing, implementing, and overseeing strategies that support the recruitment, hiring, onboarding, development, engagement, and retention of highly qualified certified and non-certified employees.

PERFORMANCE RESPONSIBILITIES:

1. Develop and implement a comprehensive human resources strategy aligned with the district's mission, vision, and strategic priorities.

2. Serve as a member of the Superintendent's executive leadership team and provide guidance on workforce planning and organizational effectiveness.

3. Provide leadership in employee relations matters, conflict resolution, disciplinary actions, investigations, and personnel concerns.

4. Lead initiatives that promote employee engagement, professional growth, workplace excellence, and retention.

5. Analyze workforce trends and recommend strategies to address staffing needs and talent shortages.

6. Develop partnerships with universities, educator preparation programs, professional organizations, and community agencies to strengthen talent pipelines.

7. Oversee district-wide recruitment events, job fairs, branding initiatives, and digital recruitment efforts.

8. Oversee all district hiring processes and ensure effective, consistent, transparent, and legally compliant employment procedures.

9. Collaborate with building administrators and district department leaders to identify staffing needs and hire highly qualified personnel.

10. Serve as a resource to supervisors regarding personnel management and employee performance issues.

11. Ensure consistent application of board policies, administrative guidelines, collective bargaining agreements, and employment practices.

12. Foster positive working relationships among employees, administrators, employee associations, and union representatives.

13. Ensure compliance with all federal, state, and local laws related to employment, union relations, employee rights, and workplace safety.

14. Oversee personnel records management and HR reporting requirements.

15. Monitor legal and regulatory changes affecting school personnel practices and implement appropriate procedural updates.

16. Coordinate responses to employment-related complaints, grievances, and investigations.

17. Oversee administration of employee compensation, benefits, leave programs, and related policies.

18. Utilize data and analytics to inform decision-making and improve workforce outcomes.

19. Prepare reports and presentations for the Superintendent and Board of Education regarding staffing trends, recruitment efforts, retention metrics, and personnel matters as needed.

20. Other assigned duties by the Superintendent
