JOB DESCRIPTION: The Director of Employee Services being directly responsible to the Executive Director of Employee Services is charged as the primary management authority for labor relations, contract administration, dispute resolution, performance management, and talent acquisition across represented and non-affiliated support operations.

SALARY: $110,579 to $148,040
QUALIFICATIONS:
• Bachelor's Degree in Human Resources, Labor Relations, Administration, or related field.
• A minimum of five (5) years successful human resources or related experience.
• Ability to work effectively with various employee groups.
• Strong interpersonal and communication skills.
• Understanding of technology and its application to the human resources function of a public school district.
• Experience in collective bargaining, labor contract management and interpretation.
• Experience in supervising and evaluating employees.
• Knowledge of changes and challenges of state and national policy and legislation regarding benefits and payroll, including Patient Protection and Affordable Care Act.
RESPONSIBILITIES:
• Serve as the primary administrative lead for non-instructional bargaining units, including Food Service, Transportation, Technology, Exclusions, Skilled Trades, and Mechanics.
• Provide expert guidance to department directors, supervisors, and central management on the day-to-day administration and interpretation of multiple Collective Bargaining Agreements (CBAs).
• Lead regular labor-management liaison meetings to foster collaborative working relationships, proactively resolve emerging operational disputes, and address workplace climate matters.
• Assist executive leadership in labor negotiations, including drafting contract language, analyzing union proposals, and supporting strategy development for CBA renewals.
• Manage the end-to-end employee grievance process; conduct thorough administrative reviews, coordinate step-level hearings, and issue formal management responses.
• Lead administrative investigations into non-instructional employee misconduct, performance deficiencies, and workplace conflict; maintain meticulous documentation and objective findings.
• Serve as the Designated Employer Representative "DER" to ensure compliance and coordination with the Department of Transportation.
• Advise supervisors on progressive discipline frameworks, performance improvement plans (PIPs), administrative leaves, and compliant terminations.
• Oversee employee services operations and employee relations matters for non-affiliated operational staff.
• Direct full-lifecycle recruitment, sourcing, and selection strategies for all non-instructional divisions to ensure robust, diverse candidate pipelines for high-volume and specialized technical positions.
• Serve as the Designated Employer Representative "DER" to ensure compliance and coordination with the Department of Transportation regulations.
• Partner with operational leaders in Transportation, Food Service, Facilities/Trades, Technology and Community Education to monitor staffing levels, evaluate vacancies, address shift coverage needs, and streamline hiring workflows.
• Oversee tailored onboarding, credentialing, licensing verification (CDL, trade licenses, certifications), and exit processes for support operations staff.
