General Statement of Job
Under limited supervision, manages the financial affairs of the school district and manages teams within the finance department including accounting, payroll, accounts payable, debt management, cash management, etc. Supervises and evaluates the work of supervisory and support staff and performs related professional and administrative work as required. Reports to the Chief Financial Officer.

Specific Duties and Responsibilities
Essential Functions:

Assists in directing and implementing a comprehensive financial management program for the school district in support of District strategic goals and operational educational needs. Aids the Chief Financial Officer and Senior Leadership as needed to assess, formulate, and implement plans, policies, and procedures for the District.
• Assists in planning, directing, and monitoring a program of budgetary control, budget development and long-range financial planning. In conjunction with the Chief Financial Officer, prepares an annual budget estimating tax revenue and other revenue sources and consults with the County Auditor regarding the setting of millage.
• Supervises duties of assigned administrative and support staff. Supervisory duties include instructing, assigning, reviewing, and planning the work of others selecting new employees maintaining standards coordinating activities and allocating personnel. Reviews the work of subordinates for completeness and accuracy evaluates and makes recommendations as appropriate offers training, advice, and assistance as needed.
• Directs and supervises staff who manage and perform district accounting functions. These functions include such duties as preparing all financial records, reports, and general ledgers, designing and implementing internal controls, completing special projects, resolving questioned costs, and ensuring compliance with Generally Accepted Accounting Principles.
• Directs and supervises staff who manage and perform payroll activities. These functions involve such duties as directing payroll preparation, maintaining employee salary information, verifying salary calculations, directing calendar year closing and compliance with Federal and State regulations regarding wage reporting, directing annual accruals, directing balancing process, resolving payroll problems, developing special payment programs mandated by the State and/or approved by the Board, etc.
• Direct and supervise staff who manage and perform accounts payable activities. These functions include the processing of checks, analysis of accounts payable distributions and proper allocation of funds, the maintenance of vendor files and W-9/1 099 determination, etc.
• Direct and supervise staff who perform cash management activities. These functions involve such duties as making deposits and maintaining daily cash balance, directing custodian of funds; supervising the preparation of periodic investment reports; forecasting short-term and long-term cash flow requirements, etc.
• Directs the preparation of the quarterly financial report; assist Budget Director with revenue section of general fund budget materials; compiles and produces expenditure reports and materials; provides variance analysis for external audits, etc. • Works with Bond Attorney to structure principle and interest payments and other information related to proposed bond sales; monitors the arbitrage and arbitrage rebate requirements on each bond issue; contracts with appropriate companies to make rebate calculations, and makes necessary arrangements to pay any rebate at appropriate time.
• Supervises the preparation and/or completion of state and federal reports in an accurate and timely manner for the purpose of compliance.
• Provides interdepartmental support and serves as an information resource on financial matters. Assists other District administrators as needed to respond to finance-related problems, needs, requests, issues, etc. • Assists in the development of a positive and productive climate for the employees of the District. Serves as a resource person in strategic planning efforts and other District initiatives as required.
• Attends and present at Board meetings and various meetings. • Interacts and communicates with various groups and individuals such as the Superintendent, subordinates, other District administrators and staff, school administrators and staff, Board members, SC Department of Education personnel, elected officials, various councils and committees, personnel of other school districts, attorneys, parents, and the general public.
• Attends professional growth sessions and reads pertinent literature to stay up-to-date with changing laws and regulations.
• Prepares and/or processes studies, reports, policies and procedures, performance evaluations, memos, correspondence, etc.
• Coordinates special projects and programs as assigned. • Operates general office equipment such as a computer, printer, calculator, copier, fax machine, and telephone. • Performs routine administrative/office tasks as required, including but not limited to preparing reports and correspondence, copying and filing documents, answering the telephone, sending and receiving faxes, entering and retrieving computer data, etc.

Minimum Education and Training
Master's degree in Accounting, Finance, Business Administration, or a related discipline supplemented with five to seven years of financial management or professional accounting experience or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities. CPA, GFOA, CSBO, or equivalent certification preferred. Must possess a valid South Carolina driver's license.

Minimum Qualifications and Standards Required
Physical Requirements:
Primarily desk-based work with some standing or walking. Physical effort, including exerting up to 10 pounds of force on a recurring basis may be required. Role requires frequent use of a computer, monitor, and standard office equipment, along with routine keyboarding and data entry.

This includes synthesizing financial, legal, scientific, and operational information to develop meaningful conclusions, as well as preparing and interpreting detailed reports, studies, and records.
