Full Job Description
Reporting to the Highland Board of Directors and a designated Hospital Leader, this senior position is responsible for strategic planning and overall operations of Highland. Strategic planning responsibilities include physician retention and growth, leadership development and Board support, annual planning, oversight of the Business Support and Value-Based Entity programs, serving as the primary liaison and advocate with the senior team at Highland's affiliated contracting and population health organization (Network), and as the primary contact with external professional advisors. The Executive Director assures that all governing documents are current and consistent with Highland's strategic direction. Responsible for all planning aspects of Highland's Annual Membership Meeting and the annual Board of Directors elections. Assures that Highland members are well-informed of contracts, services, requirements, and other matters through ongoing meetings, written communications, and the Highland IPAConnect website platform. Negotiates non-network payer contracts on behalf of the Highland physicians and other members. Develops the operating budget, monitors revenue and expenses, and oversees risk payer settlement distributions. Personnel management includes three Managers, among other staff. Serves as the Privacy Officer of the company Job Description: JOB FUNCTIONS 1. Strategic Planning - Responsible for: A. PCP membership stability (retention) and PCP growth B. Leadership development and succession planning, in collaboration with Highland Board of Directors and its Executive Committee. C. Board of Directors and Executive Committee support, including all aspects of meeting preparation and follow-up. D. Developing the Annual Planning document, in collaboration with the Managers. E. Oversight of the Highland Business Support Program including adding new value-added services and coordinating launch programs. F. Oversight of the Highland Value-Based Entity (VBE) Program including regulatory, financial and operations oversight of the VBE Program. G. Development of new innovative programs, as needed, to support Highland practices. 2. Primary Liaison with Affiliated Contracting Organization/Population Health Network (Network) A. Responsible for ongoing general communications, problem solving, and private practice advocacy, serving as the Highland "voice" for our practices B. Negotiates Network Affiliation Agreement and infrastructure funding. C. Committee and work group representation could include Growth, Funds Flow, Contracting, Pediatric Governance, Network Policy Review, and Administrator Meetings. D. Explore and develop new Network affiliation, as necessary, in collaboration with the Board of Directors and its Executive Committee including Request-for-Proposal (RFP) development and process oversight, and Black Box Analysis of financial arrangements 3. Winchester Highland Management (HM) Oversight and Collaboration - Includes the joint supervision of the HM Manager with the designated Hospital Senior Leader. Assist, as needed, with annual budget development and renewal of insurance policies. Hold weekly collaborative meetings with the Managers. Serve as HM Privacy Officer. 4. Finance and Insurance - Responsible for: A. Development of the annual Operating Budget for Board approval. Monitor changes in revenue and expenses, reforecasting the budget, as needed. B. Oversight of internal Accountant C. Annual insurance renewals (Directors & Officers, Errors & Omissions, Cyber, Property, and Workers Compensation) D. Lease Renewal, as needed. Responsible for maintenance of physical office space. E. Risk Contract Funds - Development of Funds Flow Mechanics and oversight of settlement funds distributions. 5. Governing Documents A. Develop and maintain Highland's By-laws, Clinician Services Agreement (CSA), and organizational policies such that these governing documents are current, internally consistent and reflective of both Highland's strategic direction and applicable Network documents. B. Assure that Highland Board and Executive Committee actions and decisions are aligned with these organizational documents. C. Collaborate with Legal Counsel and the Highland Board of Directors on any necessary amendments to the By-Laws and CSA. Responsible for the planning and oversight of the amendment processes. D. Organizational Policies - develop and update policies, as needed. E. Annual Conflict of Interest (COI) and Non-Disclosure Agreements (NDA) - renew COIs and NDAs annually for Board of Directors, Medical Directors, Committee Members, and management staff. Raise any discrepancies with these policies and agreements with the Board of Directors or its Executive Committee. 6. Payer Contracting A. Negotiate and renew non-Network Payer Agreements assuring adequacy and fairness of physician, other clinician, and Highland reimbursement for services provided. B. In collaboration with Legal Counsel, assure that contract language is fair, reasonable, and consistent with applicable regulatory requirements. 8. HIPAA Privacy Officer As the HIPAA Privacy Officer for Highland and HM, responsible for Privacy & Security Policies; staff training; Business Associate Agreements; collaboration with Security Officer/Consultant, BILH Privacy & Security Team, and Privacy & Security Legal Counsel; and, breach response, as necessary. 9. Serve as Primary Contact with External Advisors - includes Legal Counsels, Tax Accountant, and Security Consultant. 10. Annual Membership Meeting and Elections A. Responsible for planning and oversight for the Annual Membership Meeting including setting the agenda, coordinating with internal and external outside speakers, and preparing the presentations and talking points for Highland presenters. B. Annual Board Elections - Coordination and oversight of the Nominating and Elections Processes consistent with the Highland By-Laws. 11. Personnel Management - Responsible for interviewing, hiring, disciplinary action as necessary, training and coaching for assigned staff. QUALIFICATIONS: Education Required: Bachelor's degree Preferred: Master's degree in Business, Healthcare Administration, or related field Experience Required: At least 7 years of progressively responsible related experience, including personnel management Preferred: 10 years of progressively responsible related experience Other Skills/Knowledge Required: Demonstrated passion for the private practice of medicine, strong customer service skills, well-developed verbal and written communication skills, and capacity to advocate and negotiate with tact, diplomacy and conviction. Pay Range: $185,000.00 USD - $220,000.00 USD The pay range listed for this position is the annual base salary range the organization reasonably and in good faith expects to pay for this position at this time. Actual compensation is determined based on several factors, that may include seniority, education, training, relevant experience, relevant certifications, geography of work location, job responsibilities, or other applicable factors permissible by law.
