POSITION SUMMARY

This position serves as the enterprise leader for dual marketing functions as it relates to Banner Health's government-sponsored health plan products, as well as oversees marketing operations to ensure strategic alignment and optimize efficiencies across the department.

Health Plan: The position oversees marketing and communications strategy for Banner Health Plan products including Medicare Advantage, Medicaid, and ACO-aligned offerings. The leader is accountable for the development and execution of a compliant marketing strategy, member communications, network communications, and growth initiatives that support enrollment, retention and member engagement. The position ensures marketing activities align with enterprise marketing brand standards while meeting federal and state regulations and delivering clear, accessible, and member-centered communications. This senior leader acts as the primary marketing partner to Health Plan leadership, balancing growth objectives, member trust, provider alignment and regulatory requirements in a complex healthcare environment.

Marketing Operations: The position leads marketing operations for the entire department to ensure efficient and effective marketing operations, including budget and contract management and project management. The position is also responsible for developing and implementing tools, solutions and processes foundation to support and streamline cross-functional teamwork including Workfront.

CORE FUNCTIONS

Health Plan

1. Health plan marketing: lead the development and execution of health plan marketing strategies supporting acquisition, retention, and engagement based on available data and industry best practices. Drive strategic alignment of marketing with Health Plan operations and system priorities for go-to-market needs and supporting value-based and ACO-related initiatives. Marketing strategies include developing annual and campaign-level plans aligned to AEP, OEP, SEP, and state timelines; supporting compliant demand generation and enrollment efforts; and balancing growth goals with regulatory and operational realities. Drive strategic alignment of marketing with Health Plan and system priorities by partnering with product and operations teams on go-to-market needs and supporting value-based and ACO-related initiatives.

2. Oversee member, network and provider communications: Accountable for member communications including strategy development and execution for required and optional member communications, ensuring materials are clear, accurate, accessible, and compliant while maintaining consistent communication cadences. Overseeing communications to employed and affiliated providers, supporting understanding of benefits, access pathways, and network expectations while aligning messaging with operational and value-based care realities.

3. Provide regulatory and compliance leadership by serving as marketing lead accountable for compliant execution, ensuring communications meet CMS, state, and audit requirements, coordinating with Legal, Compliance, and Operations on reviews and filings, and supporting remediation and corrective actions as needed.

4. Foster strong cross-functional partnerships by serving as primary marketing partner to Health Plan executives, integrate and align with Banner brand standards within regulatory limits, maintain separation from clinical growth marketing, and partner with Corporate Communications when appropriate.

5. Drive performance and accountability by establishing KPIs tied to enrollment, retention, and engagement, monitoring performance and share insights, and managing budgets supporting growth and communications.

Marketing Operations

7. Oversee marketing strategic planning and process management including developing and implementing marketing processes, workflows and policies. Align marketing operations with department's strategic priorities in support of Banner's overall objectives. Develop and manage leadership reporting tools, updates and presentations to keep c-suite informed of marketing activities.

8. Optimizes the use of tools and technology including Workfront and AI to streamline workflows, improve collaboration, and ensure transparency. Explore and bring forward recommendations related to the use of Bannerwise and AI across Marketing function. Create standardized operating procedures for key marketing activities for cross-functional collaboration and efficiencies.

MINIMUM QUALIFICATIONS

Must possess knowledge as normally obtained through the completion of a Bachelor's degree in Marketing, Communications, or related field.

Must possess a minimum of 12 years of progressive experience in health plan marketing, healthcare marketing, or related field with demonstrated expertise in regulated environments.

Experience must include strategic marketing planning, member communications, and working within CMS and state regulatory frameworks. Must demonstrate proven ability to develop and execute compliant marketing campaigns, manage cross-functional partnerships, and drive performance through data-driven decision making.

Must possess specific skills and competencies including expertise in health plan marketing strategies, regulatory compliance (CMS, state requirements), member and provider communications, budget management, performance analytics and KPI development, cross-functional collaboration, and the ability to balance growth objectives with regulatory constraints. Strong knowledge of AEP, OEP, SEP timelines, value-based care initiatives, and ACO operations required.

PREFERRED QUALIFICATIONS

Preferred are master's degree or MBA, experience in Medicare Advantage and Medicaid experience, supporting ACO or value-based models in payer-provider or integrated delivery systems, and familiarity with provider network communications.

Additional related education and/or experience preferred.
