Provides strategic leadership in planning, pricing, contract administration, and performance measurement. Guides and supports operational units in ensuring compliance with institutional procurement requirements. Education & Experience Education and Experience Required: Bachelor’s degree and five (5) years of management experience in contracting, law, healthcare administration or business. Certifications, Licenses or Registration Required: N/A Preferred Qualifications: Juris Doctor (J.D) from an accredited law school and healthcare provider experience. Knowledge, Skills & Abilities Knowledge, Skills, and Abilities: Knowledge of business and management principles involved in strategic planning and contract administration. Knowledge of applicable laws and regulations and the ability to read and apply those regulations and legal documents. Organizational, analytical, and negotiation skills. Interpersonal skills. Excellent verbal and written communication skills. Ability to plan, organize and conduct multiple complex contract negotiations and procurement methodology decisions. Ability to establish and maintain professional relationships. Responsibilities 3 Provides executive management and facilitation of contract processes and initiatives for the institution. 3 Serves as the primary point of contact for contractual issues for the IHL Board staff and facilitates compliant IHL submissions. Also serves as the primary point of contact for DFA and ITS regarding contractual issues. 3 Resolves controversies related to contract issues in compliance with applicable state and federal laws. 3 Coordinates contract compliance matters with the Office of Integrity and Compliance, Office of the General Counsel, and the Vice Chancellors Office. 3 Provides oversight and conducts regular assessments of procurement practices in conjunction with the Chief of Supply Chain Management to ensure compliance with state and federal laws and regulations. 3 Evaluates proposals and develops and negotiates terms and conditions for individual contracts; drives the implementation of strategic contract opportunities; and approves and implements new and/or revised contract policies and processes. 3 Develops, ensures compliance with, and administers policies and procedures related to contract administration; participates in the development of business alliances, acquisitions and divestitures, source selection procedures and processes, make-or-buy determinations, and risk management directives. 3 Provides strategic planning for departmental goals and objectives; effects and manages change initiatives; predicts financial and analytical outcomes and influences senior management; and motivates and develops a leadership team. 3 Works with senior leadership, executive management, other department managers, and vendors to resolve contract issues, promote positive relationships, and support vendor management policies. 3 Generates and maintains required documentation and reports. 3 The duties listed are general in nature and are examples of the duties and responsibilities performed and are not meant to be construed as exclusive or all-inclusive.
