Position DescriptionCALAVERAS MARIPOSA COMMUNITY ACTION AGENCY EXECUTIVE DIRECTOR
DEFINITION: Under direction from the Calaveras Mariposa Community Action Agency (CMCAA) Community Action Board (Board) and the Calaveras County Health and Human Services Agency Director or designee, the Executive Director plans, organizes, and directs all aspects of the Community Action Agency, Community Services Block Grant (CSBG) and other like assigned programs.
DISTINGUISHING CHARACTERISTICS:This position is responsible for providing a full range of management level support to the Board. The Executive Director shall develop, organize, coordinate, and manage all fiscal and grant requirements, sub-contractor compliance, operations, and staffing aspects of the programs assigned.

- Work directly with the Board and oversee the activities of assigned programs to ensure adherence to local ordinances, bylaws, contractual obligations, etc.
- Work with the Board to establish goals, processes, procedures, and programs that adhere to local, state, and federal requirements.
- Orient new Board members and provide on-going support to Board members on assigned program requirements.
- Ensure that all public meeting notice requirements are met; monitor and update by-laws, policies and procedures.
- Analyze and provide guidance/information to the Board on matters that pertain to assigned programs.
- Work with the Board to develop/update relevant assigned program Strategic Plan(s), financial plan(s), organizational standards, etc.
- Serve as an external technical expert by providing consultation regarding assigned program, legal, or policy matters to external entities such as the state departments, advisory boards, advocacy groups, representative associations, etc.
- Serve as an internal technical expert regarding assigned program matters by providing consultation and guidance to the Board, County staff, upper management, sub-contractors, etc.
- Work collaboratively with personnel of other divisions, agencies, community groups, contractors, and other public and private organizations to determine needs for services and coordinate shared services or collaborative projects, including the provision of services by contracted agencies.
- Receive and respond to public inquiries regarding assigned programs and activities.
- Participate on a variety of boards and commissions; attend and participate in professional groups and committees that pertain to the Community Action Agency, CSBG, and/or other like assigned programs.
- Serve as a representative of assigned programs at the state level and locally.
- Manage the daily work activities of a program, multiple programs, and sub-contractor agreements directly or through staff and/or volunteers, by communicating goals, sub-contractor deliverables and performance expectations. Develop and coach staff and/or volunteers to such expectations. Monitor and review work to ensure conformance to established policies and procedures and standards for quality and timeliness.
- Assess service delivery and communicate findings to the Board and upper management. Implement changes to improve efficiency and service quality, maximize effectiveness of program operations, and ensure alignment with Board established strategic direction.
- Interpret applicable guidance, laws and regulations, including new guidance, new laws and proposed legislation, to determine relevancy to program operations and services, and ensure program compliance with guidance, laws and regulations, including full fiscal compliance.
- Assess the need for changes to policies or programs based on initiatives to improve services, new services or program modifications, and opportunities for cross-collaboration of program areas.
- Provide direct client services as required.
- Administer procurement processes in accordance with local, state, and federal programmatic and funding requirements. Negotiate, develop, and monitor contracts with service providers and ensure accountability over the use of funding and ensure compliance with contract provisions.
- Lead, with assistance from County Administrative staff, the development of the budget for assigned programs by preparing cost estimates, projections, and performing ongoing monitoring of expenditures to ensure compliance with budget provisions.
- Identify and acquire grant funding and the commitment of community resources for the maintenance and expansion of services countywide.
- Develop timely community action plans, support the development of community needs assessment(s) and grant reports as required by the funding sources.
- Participate in state funded trainings to apply technical information to grant-funded programs and support contractors.

Minimum Qualifications Knowledge of: Pertinent federal, state and local laws, codes and regulations; organizational and management practices as applied to the analysis and evaluation of programs, policies and, operational needs; principles and practices of organization, administration and personnel management; principles and practices of budget preparation and administration; principles and practices of supervision, training and performance evaluation; principles and practices of change management; English usage, spelling, grammar and punctuation; and intermediate mathematics.
Ability to: Establish and maintain cooperative working relationships with internal management and staff, and with a variety of external stakeholders; Identify, analyze, and evaluate situations or problems to determine appropriate courses of action; analyze laws, regulations, and policies to ensure all programs and activities are in compliance; apply knowledge of laws, regulations, and policies to decision making and problem solving to identify solutions and courses of action that are most appropriate or compliant; be flexible in adapting to changes in priorities or resources that impact pre-established timelines and courses of action; maintain awareness of the functioning and status of multiple work groups or program areas simultaneously; delegate work assignments and appropriate level of responsibility to employees in order to ensure the completion of work assignments and projects; read and understand complex written materials, such as laws, proposed legislation, policies, reports, etc., in order to interpret, explain, and apply; use a computer to input data, access information, and create materials and documents using a variety of software applications; communicate verbally, in person or by telephone, clearly and concisely with a variety of audiences; effectively present information one on one and to groups with variety of audiences; write to ensure effective and clear communication and proper composition of reports, correspondence, email, and other written communication; writing grants and researching funding opportunities; review and edit documents written by others to ensure proper format, sentence structure, grammar, and punctuation; react calmly and professionally in emergency, emotional and or stressful situations; and maintain high personal standards of ethics and integrity.
Education, Training, and Experience:
Equivalent to the completion of twelfth (12th) grade and:
Either one or more of the following:
- Possession of a Master's degree from an accredited college or university with one year of professional journey level experience administering health and/or human service programs.
- Possession of a degree from a four-year college or university with two years of professional journey level experience administering health and/or human service programs.
- Possession of an Associate degree from an accredited college with four or more years of professional journey level experience administering health and/or human service programs.
- Seven or more years of professional journey level experience administering health and/or human service programs, with a minimum of two of those years being in a supervisory/management capacity.
Special Requirements Possession of an appropriate California driver's license issued by the State Department of Motor Vehicles.
