Position Goals

The Executive Dean of Strategic Enrollment will report directly to the President and will provide joint visionary leadership for the College's Strategic Enrollment Management (SEM) efforts by co-leading an integrated, data-informed enrollment strategy that advances student access, success, persistence, completion, and post-completion outcomes. This position serves as the institutional leader responsible for aligning recruitment, admissions, records and registration, financial aid, testing and assessment and other enrollment support functions with the College's strategic priorities in coordination with the Division of Student Success and Retention.

Working collaboratively across divisions/departments and external partners, the Executive Dean develops and implements innovative enrollment strategies that remove barriers to student success, promote equitable outcomes, improve operational effectiveness, and support lifelong learning and economic mobility.

Job Description

Essential Functions

Strategic Enrollment Leadership
  • Develops, implements, and continuously evaluates the College's comprehensive Strategic Enrollment Management (SEM) Plan aligned with the College Strategic Plan.
  • Leads institution-wide enrollment strategies designed to increase recruitment, enrollment, retention, persistence, credential completion, transfer, workforce participation, and equitable student outcomes.
  • Serves as the College's chief strategist for enrollment, collaborating across divisions to ensure enrollment management is an institutional responsibility rather than solely a Student Affairs function.
  • Utilizes predictive analytics, enrollment forecasting, labor market information, and institutional data to guide strategic decision making.
  • Establishes measurable enrollment and student success metrics and regularly reports progress to executive leadership and the Board of Trustees.

Student-Centered Enrollment Operations
  • Provides executive leadership for: •

  • Ensures enrollment processes are student-centered, technology-enabled, equitable, and designed to reduce unnecessary administrative barriers.
  • Leads continuous improvement of enrollment operations through process redesign, customer experience mapping, automation, artificial intelligence, and best practices.
  • Ensures consistency and quality of enrollment services across all campuses and instructional locations.

Student Access
  • Champions accessible enrollment practices that eliminate barriers disproportionately impacting historically underserved student populations.
  • Ensures compliance with federal and state regulations governing financial aid, admissions, accessibility, student privacy, civil rights, and Title IX.
  • Oversees Disability Support Services and ensures equitable access to programs and services.
  • Oversees Title IX and Section 504 compliance, including policy implementation, investigations, training, reporting, and institutional education initiatives.

Institutional Collaboration
  • Partners with Academic Affairs to align enrollment management with academic scheduling, program development, transfer pathways, and workforce programming.
  • Collaborates with Institutional Effectiveness to analyze enrollment trends, student progression, and equity gaps while using data to improve institutional performance.
  • Partners with Marketing and Communications to develop strategic enrollment marketing, brand awareness, digital engagement, and communication campaigns.
  • Collaborates with Workforce Development to align enrollment strategies with employer demand, apprenticeships, non-credit pathways, and credential attainment.
  • Develops and strengthens partnerships with school districts, universities, community organizations, employers, governmental agencies, and other stakeholders to expand educational pathways.

Leadership and Administration
  • Provides leadership, supervision, coaching, and professional development for all departments within Strategic Enrollment.
  • Establishes annual performance goals and effectiveness measures for each reporting unit.
  • Oversees division budgets, resource allocation, grant implementation, and fiscal stewardship.
  • Supports scholarship administration in partnership with the College Foundation.
  • Oversees student conduct processes consistent with institutional policies and applicable regulations.
  • Promotes continuous improvement through assessment, innovation, employee engagement, and professional development.
  • Represents the College on institutional committees and with external organizations related to enrollment management and student success.


Minimum Qualifications

Minimum Qualifications
  • Master's degree from an accredited institution required; doctorate preferred.
  • Minimum of ten (10) years of progressively responsible leadership experience in higher education with demonstrated success in strategic enrollment management, student success, or student affairs, preferably within a comprehensive community college.
  • Demonstrated success developing and implementing Strategic Enrollment Management (SEM) plans that improve enrollment, retention, persistence, completion, and student success outcomes.
  • Demonstrated understanding of student success strategies, and data-informed decision making.
  • Experience leading cross-functional institutional initiatives involving academic affairs, student services, institutional research, finance, marketing, and technology.
  • Demonstrated knowledge of admissions, financial aid, records and registration, testing and assessment, enrollment technologies, and student information systems.
  • Experience utilizing data analytics, predictive modeling, CRM systems, and student success technologies to support enrollment and retention initiatives.
  • Demonstrated ability to build collaborative partnerships with K-12 districts, universities, employers, community organizations, and governmental agencies.
  • Exceptional leadership, organizational development, communication, and change management skills.
  • Demonstrated commitment to accessible education in accordance with the mission/vision of Camden County College.
  • Knowledge of Title IX, Clery Act, FERPA, VAWA, ADA, Section 504, NJ residency regulations, and applicable federal and state laws.
  • Strong technology proficiency, including student information systems, CRM platforms, AI-enabled enrollment technologies, and Microsoft Office applications.


Physical Requirements:
  • This position requires constant mobility throughout all campuses.
  • Dexterity in utilization of technology is mandatory.

Special Instructions for Applicants

Standard working hours are as follows:
Academic Year (five working days): M- F 8:30 a.m. to 4:30 p.m.
Summer Schedule (four working days): M-R 8:00 a.m. to 5:00 p.m.
Evening and weekend hours are also required as needed.
