Full Job Description
Accountable for the management and administration of the Research, Financial Statistics, and Consumer Finance Departments, and for the strategic direction of the Consumer Finance Institute which requires coordinating with other areas of the Bank such as SRC and Community Development. Accountable for maintaining a professional staff capable of servicing the requests of the President, Board of Directors, and System; for department's budget and ensuring implementation of plans; for monitoring performance relative to objectives; for financial planning and control. Accountable for briefing and counseling the President and the Board of Directors on topics concerning monetary policy, bank and financial regulation, financial markets, the behavior of the national or regional economy, or international economic, and financial issues. 100% • Supervises, coordinates, and monitors, the work efforts of the Research, Financial Statistics, and Consumer Finance Departments` officers and staff and for the strategic direction of the Consumer Finance Institute which requires coordinating with other areas of the Bank such as SRC and Community Development. • Provides direction to department officers and evaluates performance. • Coordinates department planning and control with officers and managers of the Research, Financial Statistics, and Consumer Finance Departments; reviews and approves budgets for these departments. • Prepares and delivers regularly scheduled and special policy briefings for the Board of Directors, President, and other senior officers on topics including current and prospective economic conditions in the nation or region, international economic and financial issues, banking and financial issues, or other issues related to economic policy making; initiates planning process for pre-FOMC policy briefings; writes reports on policy issues of interest to the Bank. • Represents the Bank and assumes significant leadership positions at the System level, including setting System strategic direction and advising senior System decision makers; should lead and influence industry and professional organizations outside the System. • Works with department officers to identify and develop staff with leadership and management potential while managing succession planning within the functions. Fosters an environment in which employees are actively encouraged to identify and implement departmental and Bank-wide quality improvement initiatives. • Understands all authorities established by Bank policy and by the Bank`s Delegation of Authority Schedule and acts accordingly. Understands and reinforces with reporting officers the Bank`s control environment and the importance of compliance. Performs other executive tasks as required. Committees and Workgroups: • Senior Management and Policy Committee • Participates on the Federal Reserve System`s Government Relations Subcommittee • Participates on the Federal Reserve`s Public information Officers Subcommittee • and the Community Development Officers Subcommittee as needed; may delegate this responsibility. Subordinates: Direct: 3 - Senior Vice Presidents; 5 - Vice Presidents Indirects: 120 Scope Measurements: Budget ($45 million) Education and Experience: • Bachelor`s Degree in Economics, Finance (or equivalent). • Advanced degree in Economics or an MBA preferred. • A minimum of 15 years of demonstrated solid experience leading a Public Outreach and experience in leading a research function required. Knowledge and Skills: • Executive level business acumen and leadership skills. • Demonstrated ability to lead a multi-functional, complex organization. • Exceptional interpersonal skills including written and verbal communication skills.
