We are hiring a term-specific, full-time Evaluation Lead to lead complex evaluation projects that support strategic priorities and enhance healthcare delivery across the organization. This position is expected to continue until approximately June 1, 2028, or the return of the incumbent.

The salary range for this position is $90,770 (min) to $113,462 (midpoint) to $130,48 (max) per annum, based on 1.0 FTE. Interior Health typically establishes salaries within the minimum and midpoint of the salary range based on qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

How will you create an impact:
The Evaluation Lead works as part of a small team leading the evaluation of high priority evaluation projects directly endorsed by Interior Health's (IH) Senior Executive. The Evaluation Lead conducts all day-to-day activities to lead multiple large scale evaluation projects simultaneously, and will supervise practicum students as required, on evaluation work that has a focus on effecting positive impacts on healthcare service delivery. The Evaluation Lead is responsible for the planning and development of evaluation frameworks, data analyses and reporting requirements by reviewing clinical, financial, human resource and operational data, and the application of expert knowledge in program evaluation.

Additionally, the Evaluation Lead works collaboratively with members of the IH Research and Evaluation Department, senior leaders and decision makers, staff of various organizational units, and other internal and external partners. The Evaluation Lead also supports the ongoing development of evaluation competencies in other IH leadership staff by delivering training and plays a pivotal role in improving healthcare services by supporting planning, decision-making, and accountability for executive leaders in IH by shaping the ongoing development of high-profile and prioritized programs. Some travel will be required throughout the region including in-person meetings in Kelowna with existing Evaluation Team members.

What will you work on:
• Serves as the evaluation lead for various programs and initiatives related to IH Strategic Priorities requiring evaluation services by planning, coordinating, and implementing program evaluations.
• Conducts assessments for feasibility of planning and evaluations by engaging with internal and external parties, including the senior leadership, local governments, and community organizations.
• Reviews initiatives being developed and those being implemented and provides leadership to project/program leads to develop an overarching evaluation plan in collaboration with them and other senior partners.
• Leads collaboration with internal and external partners (including patients, physicians and Indigenous partners) to develop specific evaluation questions, criteria, rubrics, performance measures and evaluation tools; conducts quantitative and qualitative analysis and collaboratively generates recommendations based on evidence that lead to improvements in programs and delivery of care that affect numerous professionals and patients.
• Develops evaluation plans by reviewing evidence-based literature, identifying partners, developing logic models, theories of change.
• Leads the process and preparation of evaluation reports, incorporates partners'/parties' input, and gives presentations or other appropriate deliverables to senior leaders and external tables on selected projects/programs that assess the efficiency and effectiveness of initiatives in achieving stated goals including health outcomes and improvements in related processes.
• Leads the hiring and supervision of university practicum students who participate in evaluation activities.
• Ensures evaluation program compliance with IH Privacy and Project Ethics policies.
• Participates on regional committees and attends meetings to provide support, guidance, findings and evaluation information, and expertise to others undertaking evaluation processes.
• In alignment with IH's Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations, and implementing required corrective actions.
• Performs other related duties as assigned.

Qualfications
Education, Training and Experience
• A Master's degree in a health-related field, research, economics, or business management that includes course work in evaluation design, statistical analysis, and project management.
• Minimum 5 years of experience working in the healthcare environment, as well as experience working with Indigenous communities and partners, and evaluating health care programs.
• Credentialed Evaluator (CE) with the Canadian Evaluation Society (or actively working towards the CE designation).
• Equivalent combination of education and experience may be considered.

Skills and Abilities
• Superior writing and reasoning ability with a proven record of delivering useful reporting, data visualization products and presentations to partners.
• Exceptional verbal communication skills as well as independent problem-solving and decision-making skills.
• Knowledge of the delivery of care in a public healthcare system, government processes, the Health Authority structures, and ARECCI ethics framework and tools responsibilities.
• Experience with the use of Logic Models, Theories of Change, Performance Monitoring frameworks, Rubrics, and change management models.
• Excellent interpersonal, teamwork and facilitation skills as well as the ability to interact effectively with care providers and project managers at the community level.
• Proven analytical, quantitative, qualitative, and evaluation methods work in healthcare.
• A valid BC Driver's license.
• Physical ability to perform the duties of the position.
