We're seeking an
Estimating Manager to lead our estimating team, strengthen our pursuit and estimating processes, and help ensure we are pursuing the right work at the right price.
This is a hands-on leadership role for an experienced heavy civil estimator who can develop people, manage multiple pursuits, evaluate risk, and work closely with Operations and company leadership to turn opportunities into successful projects.
What You'll DoLead the Estimating Team- Lead, develop, and mentor estimators and estimating support staff.
- Assign and oversee estimating workload across multiple concurrent pursuits.
- Review estimates for completeness, accuracy, consistency, and alignment with company strategy.
- Establish accountability for estimating schedules, deliverables, and bid deadlines.
- Strengthen estimating standards, processes, tools, and best practices.
- Build estimating depth and capability through coaching, training, and knowledge sharing.
Drive Pursuit & Bid Strategy- Lead preconstruction efforts from opportunity evaluation through bid submission.
- Participate in go/no-go decisions and help evaluate opportunities based on strategic fit, risk, resources, competition, and profitability.
- Develop bid strategies that balance competitiveness with operational execution and acceptable risk.
- Lead estimate reviews and collaborate with company leadership on final pricing and bid decisions.
- Identify scope gaps, ambiguities, constructability concerns, and contractual risks before bid submission.
- Monitor bid results and market conditions to continuously improve estimating performance.
Develop & Oversee Estimates- Prepare and oversee comprehensive estimates for complex public and private infrastructure projects.
- Review plans, specifications, geotechnical reports, schedules, contract documents, and other bid requirements.
- Evaluate quantities, production rates, labor, equipment, subcontractor and supplier pricing, temporary works, and project sequencing.
- Solicit, evaluate, and negotiate subcontractor and supplier proposals.
- Develop budgets, cost models, and value-engineering alternatives when appropriate.
- Ensure estimates clearly document assumptions, exclusions, risks, and the basis of pricing.
Partner With Operations- Work closely with Project Managers, Superintendents, and field leadership to validate construction means and methods, production assumptions, sequencing, and resource requirements.
- Participate in pre-bid meetings, site visits, and client discussions.
- Lead thorough project handoffs from estimating to Operations following successful bids.
- Maintain feedback between estimating and completed/in-progress projects to improve future estimating accuracy.
What We're Looking For- 7+ years of estimating and/or project management experience in heavy civil, environmental, utility, industrial, or infrastructure construction.
- Demonstrated experience leading estimators, project teams, or complex estimating efforts.
- Strong experience with water and wastewater treatment facilities, pump stations, underground utilities, structural concrete, process piping, excavation, or similar infrastructure.
- Thorough understanding of construction means and methods, production rates, equipment utilization, project sequencing, and constructability.
- Strong ability to review plans, specifications, contracts, schedules, and public procurement requirements.
- Proven ability to evaluate project risk and develop competitive, well-supported bid strategies.
- Ability to manage multiple pursuits and deadlines while maintaining accuracy and accountability.
- Strong leadership, communication, negotiation, and team-development skills.
- Proficiency with estimating software and Microsoft Office applications.
- Bachelor's degree in Civil Engineering, Construction Management, or a related field preferred; equivalent relevant construction experience will be considered.
