Full Job Description
The Design-Build Preconstruction Manager provides strategic and operational leadership for electrical design-build, design-assist, target value design, conceptual estimating, budgeting, and preconstruction activities across multiple market sectors and regions. This position leads projects from early concept through execution-team handoff, establishes preconstruction plans and decision milestones, manages cost and design progression, and aligns scope, budget, schedule, constructability, procurement, and risk. The Design-Build Preconstruction Manager develops client relationships, leads multidisciplinary coordination, maintains estimate quality and cost-history resources, directs assigned estimators, and supports competitive Requests for Proposals (RFPs) and Requests for Qualifications (RFQs.).

  1. Lead complex design-build and preconstruction efforts from pursuit through project handoff, ensuring alignment of scope, budget, schedule, and client objectives.
  2. Provide leadership, coaching, and mentorship to estimators and project team members while driving accountability, quality, and performance.
  3. Collaborate effectively with clients, design teams, operations, subcontractors, and business development partners to achieve successful project outcomes.
  4. Lead design-build, design-assist, GMP, and conceptual estimating processes, developing accurate budgets, cost models, and pricing strategies throughout project development.
  5. Manage cost, risk, value engineering, constructability reviews, procurement planning, and cost reconciliation to support informed project decisions.
  6. Ensure seamless transition from preconstruction to operations by documenting assumptions, risks, procurement status, and project commitments.
  7. Develop and oversee complete, accurate, and competitive estimates, proposals, budgets, and negotiated project submissions.
  8. Analyze plans, specifications, contracts, and project documents to identify scope gaps, risks, constructability concerns, and cost impacts.
  9. Lead estimate reviews, subcontractor and supplier evaluations, quality control processes, and executive presentations of project recommendations.
  10. Drive continuous improvement through development of estimating standards, cost databases, quality control procedures, and preconstruction best practices.
  11. Monitor market conditions, labor trends, material pricing, and supplier capacity to provide strategic cost and procurement guidance.
  12. Support business development efforts through client presentations, project interviews, pursuit strategies, and RFQ/RFP responses.
  13. Other Duties as assigned. *



Requirements
  • Bachelor's degree in Construction Management, Engineering, Business, or a related field.
  • A minimum of 12 years of progressively responsible electrical estimating, preconstruction, design management, project management, or field experience supporting commercial and industrial construction is preferred, including demonstrated leadership of large design-build or design-assist pursuits.
  • Proven expertise managing large, complex commercial or industrial construction pursuits and developing successful client relationships.
  • Experience with Viewpoint software is preferred.
  • Comfortable managing a team of 2-6 people.

Preferred Certifications:
  • One or more of the following credentials are preferred when relevant to assigned responsibilities:
  • Professional Engineer (PE) license or Engineer in Training (EIT) certification.
  • Design-Build Institute of America (DBIA) certification.
  • American Society of Professional Estimators (ASPE) Certified Professional Estimator (CPE).
  • Project Management Professional (PMP) or comparable project-management credential.
  • LEED Accredited Professional, Envision Sustainability Professional, or other relevant sustainability credential.
  • OSHA 30 or comparable construction-safety training.
  • Relevant electrical, energy, estimating, scheduling, commissioning, manufacturer, or field-leadership certification.

Benefits

Salary range for this position is $138,000-$182,000 annually.
