The Enterprise Resource Planning (ERP) Information Technology Services (ITS) Application Development and Support Manager serves as the primary ITS representative for ERP governance, tenant management, and long-term strategic planning. This role ensures strong coordination among ITS, Finance Information Systems (FIS), and Human Resources Business Information Systems (HRBIS) on ERP initiatives, release management, and key strategic decisions. Acting as a liaison, leader, and subject matter expert, the ERP Application Development and Support Manager supports organizational objectives while continually enhancing Workday functionality.

The position oversees a small technical team and works closely with two specialized support teams. Given Workday's semiannual major release schedule, the role places significant emphasis on strategic planning and release management, in addition to roadmap execution. The manager leads initiatives associated with major roadmap items, guiding them through structured processes and release events to ensure smooth, effective implementation. This role also provides regular reports and presentations to executive leadership, offering clear updates on roadmap progress, upcoming initiatives, and potential risks or challenges that may impact planning or delivery.

Knowledge of:
  • ERP or major system governance principles and best practices.
  • ERP or Workday functionality, release schedules, and roadmap processes.
  • IT tenant management and ERP integration across ITS, FIS, and HRBIS.
  • Project management methodologies and structured release management processes.
  • Organizational strategic planning and technology alignment.
Skill in:
  • Coordinating cross-functional teams and facilitating collaboration across technical and business groups.
  • Strong project management skills, including planning, scheduling, and leading complex initiatives.
  • Analyzing and presenting technical or strategic information to executive leadership.

About the Department/Division:

Washington County's Information Technology Services (ITS) Department is a centralized organization of over 80 professionals delivering enterprise technology solutions that support critical County services and operations. ITS partners with departments across the County to provide reliable, secure, and future-ready technology services. The Enterprise Systems Division supports major systems used by employees and residents across the County. With a team of thirty professionals, the division focuses on implementing, maintaining, and enhancing County systems, while continuously seeking opportunities to improve efficiency and ensure responsible use of resources.

Education and Experience:
  • Bachelor's Degree in Computer Science, Engineering, or related degree program from an accredited institution of higher education; AND six (6) years of work experience in a complex enterprise computing environment, which includes at least two (2) years of work experience in a supervisory or lead role. OR
  • An Associate Degree in Computer Science, Engineering, or related degree program from an accredited institution of higher education; AND eight (8) years of work experience in a complex enterprise computing environment, which includes at least two (2) years of work experience in a supervisory or lead role. OR
  • High School Diploma/GED; AND ten (10) years of work experience in a complex enterprise computing environment, which includes at least two (2) years of work experience in a supervisory or lead role.
Additional Requirements
  • Possession of a driver's license valid in the State of Oregon and an acceptable driving record.
  • Successful completion of a criminal background and personal history check.
